본 논문은 중국 정부가 추진해 온 ‘일국양제’에 의한 홍콩통합이 가지고 있는 딜레마를 정치적 측면, 경제적 측면 그리고 인식적 측면으로 나누어 분석하고 있다. 현 시진핑 정부하에서 추진되고 있는 중국의 대국화를 실현해 가는데 있어 ‘조국통일’에 한걸음 더 다가갈 수 있는 성공적인 홍콩통합은 매우 중요한 정치적 성과로 기록될 수 있기 때문에 중국정부는 이에 대단히 신중하면서도 강경한 입장을 보여주고 있다. 그러나 최근 불거진 홍콩 사태는 중국의 ‘일국양제’ 실험에 대한 우려를 증폭시키고 있을 뿐 아니라 홍콩인들의 반중국 정서를 더욱 노골적으로 드러내는 계기가 되었다. 이러한 홍콩인들의 반중국 정서에는 ‘일국’을 강조하는 본토의 입장과 ‘양제’(홍콩인에 의한 홍콩 통치, 고도자치)를 강조하는 홍콩인들의 입장이 반영되어 있는 것이다. 정치적인 측면에서는 행정장관 간접선출 제도와 중국의 개입에 따른 홍콩인들의 불만이 내재되어 있다. 경제적 측면에서는 홍콩의 본토에 대한 경제의존도 심화에 따른 홍콩 경제의 자립성 약화로 인한 홍콩인들의 불안심리가 작용하고 있다. 정치·경제적 측면에서의 불안과 불만은 홍콩인들의 탈중국화를 통한 홍콩화를 지향하는 요인으로 작용하고 있어 상당 기간 홍콩-본토의 갈등 현상은 지속될 것이다. 따라서 ‘일국’을 강조하는 홍콩통합은 더 이상 홍콩인들을 설득하기 어려울 것이며 결국 홍콩인들의 반중국 정서 강화 및 홍콩정체성 형성으로 귀결될 것이다.
This paper analyzes the dilemma of Hong Kong's integration under the Chinese government's “one country, two systems”. Successful Hong Kong integration will be recorded as an important political achievement of the current Xi Jinping government. However, the recent demonstration in Hong Kong has not only amplified concerns over China's experiments on "one country, two systems" but also made Hong Kong's anti-Chinese sentiment more explicit. The anti-Chinese sentiment of the Hong Kong people reflects the mainland's position emphasizing 'one country' and the Hong Kong's position emphasizing 'two systems' (Hong Kong ruled by the Hong Kong people, high level of autonomy). On the political side, there are complaints from Hong Kong people regarding the indirect election system of the Minister of Government and China's intervention. On the economic side, Hong Kong people's anxiety is working due to the weakening of Hong Kong's independence. Anxiety and dissatisfaction in the political and economic aspects are acting as a factor toward Hong Kong's de-Chinaization, and the conflict between Hong Kong and the mainland will continue for some time. Therefore, the integration of Hong Kong emphasizing 'one country' will be difficult to persuade Hong Kong people anymore and will eventually lead to strengthening Hong Kong's anti-Chinese sentiment and forming Hong Kong identity.
