본 연구는 청탁금지법 개정안이 국회에서 어떻게 논의되고 있는지 중요함에도 이에 대한 기존 연구검토가 없어 청탁금지법이 제정된 이후 본격적으로 시행되었던 20대 국회를 중심으로 실태분석을 실시하였다. 구체적으로는 ①청탁금지법 개정안 건수, ②개정안 한 건당 국회의원 제안 수, ③대표 발의한 국회의원의 당선횟수와 청탁금지법 개정안 참여와의 연계, ④대표 발의한 지역구 의원과 비례대표 의원 간의 청탁금지법 개정안 건수 비교, ⑤정당(여야)별 청탁금지법 개정안에 관한 관심 차이, ⑥의안 발의에 있어 타 정당과의 협력적 관계, ⑦대표 발의한 국회의원의 소속 상임위원회 분포, ⑧대표 발의한 국회의원의 상임위원회 참여경험과 입법개정안 발의와의 연계, ⑨개정안의 처리결과, ⑩입법유형, ⑪입법유형별 주요 내용 등을 논의하였다. 본 연구는 향후 21대 국회에서 청탁금지법과 관련해 정치권에서 어떠한 노력이 필요한지 그리고 좀 더 관심을 가지고 추진해야 할 입법과제에 대한 윤곽을 제시함으로써 국가청렴도개선에 도움을 줄 것으로 기대해 본다.
Despite the importance of how amendments of the Improper Solicitation and Graft Act is being discussed in the National Assembly, there has been no previous review of this. Accordingly, this study analyzed the actual situation, focused on amendments of the Improper Solicitation and Graft Act discussed at the 20th National Assembly. This is because the 20th National Assembly has been in full swing since the Improper Solicitation and Graft Act was enacted. Specifically, ①the number of amendments to the Improper Solicitation and Graft Act, ②the number of proposal of the National Assembly per amendment, ③linkage between winning times of the National Assembly who initiated as a representative, and the participation in amendment of Improper Solicitation and Graft Act, ④comparison of the number of Proposed Improper Solicitation and Graft Act between Representatives and Proportional Representatives, ⑤differences in interest in amendment of Improper Solicitation and Graft Act by political parties, ⑥cooperative relations with political parties(ruling and opposition parties), ⑦distribution of Standing Committees of parliament who initiated as a representative, ⑧linking the legislative member's experience in Standing Committees of parliament who initiated as a representative with the proposed Improper Solicitation and Graft Act, ⑨the processing results of the amendment, ⑩the legislative types of amendments to the Improper Solicitation and Graft Act, and ⑪the main contents of each legislative type were discussed.
