This study was conducted with the aim of calculating the importance priority of the attributes for promoting marine leisure sports tourism. In response, participants in this study used the Delphi method to calculate the priority and importance of the attributes of promoting marine leisure sports tourism from April 2019 to October 2019, and consulted with a total of 24 marine leisure sports experts, eight marine tourism experts, and eight university professors. The results of this method of study were converged as follows. First, the factors for activating marine leisure sports were classified into 'institutional factors', 'facility environmental factors', and 'human factors'. The institutional factors include "Regulation of relevant laws, grounds for the promotion of national ministries," "Building the basis for youth promotion system," and "Developing Strategies for Promoting Young People," while the facility environment factors include four factors including "Regarding the Relationship with Land-Land Tourism Facilities," "Minimizing Friction with Fishery Facilities," "Building and Purifying Friendly Facilities." Finally, the human factors are four factors including 'education of understanding of the officials in charge of the department', 'training of marine leisure sports experts', 'building customized human resources in connection with local universities' and the placement of safety-related personnel. Second, the priorities of the categories were provided in the order of 'improvement of the system' (51.9 percent), 'environment of facilities' (30.1 percent), and 'humanity-pro' (18.0 percent). Third, the priorities of the overall assessment items were 'remediation of relevant statutes', 'reconnections with inland tourism facilities', and 'education of understanding of the officials in charge of the responsible departments'.
