정언유(鄭彦儒, 1687～1764)는 1749년(영조 25) 7월 25일부터 1751년(영조 27) 2월 29일까지 제주목사겸방어사(濟州牧使兼防禦使, 이하 제주목사)를 역임했다. 그는 자신의 제주 순력 체험을 토대로 기행가사 「탐라별곡(耽羅別曲)」을 지었다. 이 글은 「탐라별곡」이 김상헌(金尙憲)의 『남사록(南槎錄)』(1601)을 위시하여 제주읍지와 기록화를 제작하는 사회적·문화적 영향을 받아 창작된 것으로 이해하고, 「탐라별곡」을 개괄적으로 검토하고 「탐라별곡」에 나타난 18세기 중반 제주사회 문제의 양상과 이에 대한 대응을 고구했다. 이 글의 요지는 다음과 같다. 120구로 이루어진 「탐라별곡」은 정언유의 해안 지대 순력 체험, 제주 승지 유람 체험, 중산간 지대 순력 체험을 순차적으로 재구성한 제주 순력 보고서이자 제주 기록문학이다. 「탐라별곡」에는 정언유가 순력 중에 포착한 제주사회 문제가 재현되어 있다. 열악한 자연환경에 의한 흉년, 기근, 역병, 공납 제도에 의한 제주백성의 무항산(無恒産), 출륙금지령(出陸禁止令)에 의한 자생력 상실, 구휼곡 이전 요청과 진상 관리에 대한 제주목사의 부담 등이 그것이다. 「탐라별곡」에는 제주사회 문제를 해결하기 위한 정언유의 대응이 투영되어 있다. 지역사회 차원에서 구휼곡을 조정에 요청하고 백성을 교화하며, 개인 차원에서 도가적 이상세계의 지향을 통해 선정 의지를 다지는 것이 그것이다. 이와 같이 「탐라별곡」은 정언유가 목민관의 시각에서 제주 문제를 발견하고, 이에 대응하는 모습을 보여준다. 따라서 「탐라별곡」은 정언유의 제주 문제 전문가적 면모를 확인할 수 있는 작품이라고 하겠다.

Jeong Eon-yoo(鄭彦儒) was served as Jeju Local Governors from 1749 to 1751. On the basis of inspection tour of Jeju Island, he composed 「Tamrabyeolgok(耽羅別曲)」. Therefore, the genre of 「Tamrabyeolgok」 is Travel Gasa. 「Tamrabyeolgok」 was one of Gazettes of Jeju(Jeju Eupji) publications and record paintings productions that started from Kim Sang-heon(金尙憲)’s 『Namsarok(南槎錄)』 written in 1601. The purpose of this paper is to analyze the social problems and it’s responses in 「Tamrabyeolgok」. This paper can be summarized as follows. 「Tamrabyeolgok」 consists of 120 verses and sequentially reorganizes inspection tour of coastline, scenic spots and middle area of Mt.Halla. in Jeju Island as Jeju Island inspection report and Jeju Island local written literature. 「Tamrabyeolgok」 have represented the social problems in Jeju Island in 18th century; A poor harvest, famine and pestilence caused by abnormal weather conditions, people of Jeju Island had no personal assets by tributary system, and Jeong Eon-yoo under pressure for requesting relief rice and gifting to the king as a Jeju Local Governors. Meanwhile, 「Tamrabyeolgok」 have represented responses to problems in Jeju Island in 18th century; Jeong Eon-yoo asked the Joseon government for relief rice and educating people of Jeju Island to solved the social problems, and he had shown the consciousness of governing the people throughout the Taoist world. In conclusion, 「Tamrabyeolgok」 allows to find Jeong Eon-yoo’s professional side of social problems in Jeju Island.
