최근 남북정상회담과 북미정상회담이 성사되고 화해의 분위기가 형성되자, 머지않아 통일이 다가올 것 같은 전망이 나온다. 그러나 급작스런 분위기에 우리는 통일에 대하여 너무 낙관적인 기대를 가지고 있는 것이 아닌가 우려된다. 우리나라와 북한은 통일을 해야 한다고 늘 언급하고 있지만, 통일의 최종적인 목표에 있어서 남·북한은 큰 차이를 나타내고 있다. 우리는 완전한 하나의 국가인 ‘1국가, 1정부’를 목표로 하는 반면, 북한은 ‘1국가, 2정부’의 연방제 통일을 목표로 하고 있다. 우리는 통일방안으로서 남북연합을 통한 점진적이고 단계적인 평화통일을 추진하고 있다. 그러나 남북연합을 통한 통일방안은 북한측 연합대표 선출에 정당성이 결여되어 북한체제를 인정하지 않고 있는 현행 우리나라 헌법상 불가능하다. 북한은 연방제 통일을 주장하고 있는데, 통일한국은 반드시 자유민주적 기본질서가 유지되는 국가이어야 하기에, 북한이 변화하여 일인독재 사회주의체제를 포기하지 않는 한 대등한 연방제 통일도 있을 수가 없다. 우리는 북한과 대화와 협의를 통한 통일을 구상하고 있다. 그러나 대화와 협의도 중요하지만, 통일은 누군가 한 당사자가 주도하여 추진하는 것이 더 현실적이다. 그렇다면 그것은 당연히 우리 대한민국이 주도할 수밖에 없고 대립되고 있는 남·북한의 두 체제 중 하나의 체제로 통일하려면 당연히 북한이 체제를 포기하여야 함은 세계적 역사의 흐름이다. 북한은 우리나라와 근본적으로 체제가 다르기 때문에 합의 자체가 우리헌법에서 추구하는 민주적 기본질서에 맞지 않는다. 따라서 남·북한의 통일은 대등통일보다는 대한민국으로의 흡수통일이 더 현실적이고 안정된 통일을 이룰 수 있을 것이다. 즉, 우리의 통일은 합의적 흡수통일이 가장 현안이다.

Now that a good mood of reconciliation between the two countries is being created, with the inter-Korean summit and North Korea–United States summit being held, some people say that unification is approaching. But it is highly concerning we have too optimistic view upon unification. There exists a huge discrepancy between South’s ultimate goal of unification and North’s, though both of them always claims that unification is mandatory. South pursues a complete unitary state which has one nation with one government, while North aims at federal unification actualized as one nation with two government. South is pursuing a gradual and step-by-step unification peacefully by confederation of South and North. However, the unification plan by federation is not feasible under current constitution which does not approve North korean systems due to North korea’s lack of legitimacy. Just because united korea must sustain liberal democratic order, though North korea asserts federal unification, equal unification is also infeasible unless North gives up their socialistic one-man dictatorship. Even though South is planning on unification by talks and consultation with North, it is realistic that one leads the another. Henceforth, South will be the leading one and North is ought to give up their regime. It the way it goes in human history. North Korea’s regime is so radically different in from South Korea’s, so that North can fit into liberal democratic order in South’s constitution. Thus, unification of South and North can be realized not by equal unification but by unification by absorption by South because it is more realistic and stable. Absorption unification is most relevant way among various ways to unite.
