이 글은 학문적으로나 사회적으로 거의 알려지지 않은 비무장지대(DMZ) 관련유엔사 규정들의 종류와 개정의 추이, 규정들에 나타난 비무장지대 출입통제와 무장화 양상을 분석한다. 첫째, 이를 통해 비무장지대에 관한 실질적인 관리 및 운영이 유엔사 규정들을 통해 이루어졌음을 살핀다. 정전협정이 비무장지대와 한반도정전 관리의 근간이긴 하지만, 정전협정을 구체화하여 현장에 적용한 것은 유엔사규정들이다. 둘째, 유엔사 규정들은 유엔군사령관이 애초 정전협정에 명시된 군사적 목적을 벗어나 정치적·행정적 목적까지 포함하는 통제권을 행사하는 근거가되었다. 셋째, 반면, 유엔사 규정은 정전협정이 금지했던 비무장지대의 무장화에대해서는 2000년대 이후 사후적으로 정당화하고, 그 책임 소재에 대해서는 소극적으로 명시했다.
This article analyzes types of UNC regulations relating to DMZ, trends of revision, entry control, and militarization. It identifies that practical management and operation of DMZ executed through UNC regulations. Although the Armistice Agreement is key to managing the armistice on the Korean Peninsula, the agreement is a comprehensive presentation of the basic nature and operation on the Korean Peninsula. The UNC regulations embodied the agreement and changed the details. This strengthened UNC, UNC Commander’s authority, and the status of the regulations themselves.
