이 문서는 일본외교문서(日本外交文書) 제14권 「사항10: 조선국 울릉도에 방인 도항금지의 건(朝鮮国蔚陵島ヘ邦人渡航禁止ノ件)」에 <부속문서2>로 첨부된 것이다. 이 자료는 1881년에서 1883년까지 무단으로 울릉도로 들어와 벌목 등을 하던 일본인들이 조선의 관원에 의해 적발이 되어 철수하기까지의 전모를 알 수 있는 자료이다. 일본은 조선의 항의에 의해 울릉도에서 일본인의 벌채 등을 금지시키게 되었고, 1883년에는 울릉도에서 일본인을 강제로 귀국시키는 등 일본의 울릉도 도항금지 과정을 파악할 수 있다. 여기에 첨부된 <부속문서2>는 그러한 과정에서 당시 외무성 서기관이었던 기타자와(北澤正誠)에게 죽도(울릉도)에 관한 사항을 조사해서 보고하도록 한 것이다.
This document is attached to Article 14 of the Japanese diplomatic document (Japanese diplomatic document), "Article 10: Prohibition of Prohibition of Visit to Ulleungdo, Chosun" (Appendix 2) . This data is the data from 1881 to 1883 unauthorized entry into Ulleungdo, and it is the data which can see the whole time until the Japanese who were doing the cutting were caught by the Chosun government official and withdrawn. Japan was banned from harvesting Japanese on Ulleungdo by the protests of Korea, and in 1883, the Japanese were forced to return to Japan on Ulleungdo. In the process, <Appendix 2> attached to this report was made to report to the Kitakazawa secretary of the Ministry of Foreign Affairs at that time on the matter of Jukdo (Ulleungdo).
