본 연구에서는 경찰 수사관 1,340명을 대상으로 설문조사를 실시하여 현행 사건수사비 규모의 적절성 여부를 살펴보았다. 우선 연구의 이론적 배경으로 형평성 이론, 분배적 정의와 업무성과 및 직무스트레스와의 관련성 등 기본적 개념을 소개하고, 설문조사를 통하여 경찰 수사관들의 사건수사비 규모의 적절성에 대한 인식과 사건 수사비 부족시 대응방법을 조사하였다. 다음으로 사건수사비 규모의 적절성과 직무스트레스와의 관련성을 살펴보고, 사건수사비 항목별 적절한 예산 규모에 대한 조사방법을 정책대안으로 제시하였다. 경찰 수사관들을 대상으로 한 이번 연구의 결과, 다른 직업군을 대상으로 한 선행연구와 마찬가지로 분배적 공정성에 대한 인식이 직무스트레스에 영향을 주는 것으로 나타났다. 사건수사비 규모에 대한 인식은 직무스트레스를 유발하는 영향요인으로 인식되지는 않는 것으로 조사되었다. 그러나 사건수사비 부족시 선택하는 대안으로 사건수사를 중단하거나 민원인을 통해 사건수사비를 충당하게 하는 방법 등이 이용되고 있는데 향후 경찰의 책임수사절차에서 지양해야 할 조치로 판단된다. 향후 경찰의 수사에 대한 책임이 증가하면서 적절한 사건수사비의 지급을 통한 공정한 보상이 이루어지지 않는다면 범죄수사를 담당하는 경찰관들은 분배가 불공정하다는 인식을 갖게 되고 그 인식은 경찰의 직무수행에 부정적 영향을 미칠 수 있으므로 앞으로 추가 연구를 통해 적정한 사건수사비를 산출하고 예산에 적극 반영하는 노력이 필요할 것이다.
In this study, a survey was conducted on 1,340 police investigators to investigate the appropriateness of the current investigation expenses. First of all, the study introduced basic concepts such as equity theory, distributive justice, work performance, and the relationship between job stress as a theoretical background of the study. Next, it examined the adequacy of the size of crime investigation costs and job stress, and suggested a method for measuring the appropriate budget size for each case. The results of this study of police investigators found that perceptions of distributive fairness had an effect on job stress, as did previous studies of other occupations. It was found that the perception of the expenses of crime investigation was not recognized as an influencing factor causing job stress. However, as an alternative when the investigation costs are insufficient, a method of discontinuing the investigation or using the complaint to cover the investigation costs is being used. If the police officer's responsibility for investigation increases in the future and there is no fair compensation through the payment of appropriate case investigation costs, police officers in charge of criminal investigations will recognize that the distribution is unfair, and that recognition will have a negative impact on the police's performance. In the future, further research will be needed to calculate the appropriate case investigation cost and actively reflect it in the budget.
