In 2019 Korean government posted annual sales of about USD 22.57 trillion in the business of duty free shop, even if foreign visitors decreased, which is the best ever. The government has also tried to secure fairness and transparency for it since government enforced the related acts in 2019. However, specialists in tourism field worry about a low portion of evaluation criteria on duty free shops. The study aimed to examine evaluation criteria only in tourism sector on what factors are improved and amended. The focus group interviews(FGIs) were conducted three times from March to August in 2019 with two groups, both specialists in industry and in school. They consisted of 10 people respectively. As a result, all responses perceived a low portion of evaluation criteria in tourism sector and must apply over twice as much for a current portion. The study also suggested new sub-factors derived such as securing system for customers, structuring information system linked to others, securing customer accessibility through ICT, managing human resources and building up academic research works; however, they are needed for public consensus to be acted
