범죄피해자를 보호하여 그들의 안전욕구를 충족시켜주는 것은 경찰법에 명시된 경찰의 기본적 임무이다. 이 연구는 경찰에서 제공하는 다양한 신변보호 서비스에 대하여 범죄피해자의 만족도 및 서비스 욕구 수요 등을 조사하여 경찰 신변보호 서비스 운용에 대한 시사점을 얻는 것을 목적으로 하였다. 이를 위해 2019년 8월 1일부터 9월 30일까지 경찰의 신변보호 서비스 이용경험이 있는 범죄피해자 403명을 대상으로 서비스 유형별 이용경험 및 만족도, 서비스 유형별 욕구수요, 서비스 개선 필요성 등을 조사하였다. 분석결과 첫째, 피해자는 스마트워치 지급을 가장 필요한 서비스로 인식하였고, 신변보호가 필요한 범죄유형으로는 성범죄와 가정폭력범죄를 꼽았다. 둘째, 가해자-피해자의 관계, 범죄피해 유형에 따라 제공받기 원하는 신변보호 서비스에 차이가 있었다. 셋째, 경찰에서 제공하는 신변보호 서비스의 종류는 제한적인 반면, 피해자는 다양한 서비스 수요가 있는 것으로 나타났다. 또 대다수 피해자가 신변보호 서비스의 개시는 경찰단계에서 이루어지기를 원한 반면, 서비스의 종료시기는 다양하게 나타났다. 마지막으로 피해자들은 신변보호 강화를 위해서 2차 피해의 방지와 형사절차에 따른 연속적인 서비스의 제공 등을 필요로 하였다. 이상의 분석결과를 바탕으로 신변보호 서비스 운용에 대한 시사점을 도출하였다.
Satisfying the safety needs of victims of crime is one of the basic tasks of police as defined in the Korean Police Law. The purpose of this study was to investigate the perceptions of crime victims' satisfaction on various personal protection services of police. For this purpose, 403 crime victims who had experience of using the personal protection service by the police from August 1 to September 30, 2019, This study examined the effectiveness recognition and the need for improvement by service type. According to the analysis, first, victims had the strongest preference for smart watches, and sex crimes and domestic violence crimes were cited as the types of crimes that require personal protection. Second, there was a difference in the type of personal protection service to be provided according to the perpetrator-victim relationship and the type of crime victim. Third, while the types of personal protection services provided by the police are limited, the victims need various services. In addition, while many victims wanted to initiate personal protective services at the police level, there were various opinions on when to end services. Finally, the victims needed to prevent secondary damage and provide continuous services in order to strengthen police personal protection. Based on the analysis results, implications for the operation of personal protection services were derived.
