동맹은 국제사회에 있어서 국가 간 힘의 균형체제를 유지하게 하는 기본적 외교수단이다. 자국의 안보와 직결된 세력균형을 독자적인 수단과 국가적 능력만으로 달성할 수 없는 경우, 우호국과 동맹을 결성하여 적대 진영과의 균형적 세력을 확보하는 것이 국가 간의 동맹이라 할 수 있다. 냉전시대의 한반도는 미국의 국익에 매우 중요한 지역이었다. 대한민국은 공산주의 봉쇄를 위한 핵심적이자 전통적인 미국의 동맹국 지위를 행사해 왔으나, 현재 흔들리는 국제질서에 따라 한반도의 전략적 가치와 중요성이 시험대에 오르게 되었다. 미국과의 동맹 카테고리에 새로이 들어선 루마니아는 새롭게 구상된 미국의 세계전략에서 제시된 하나의 좋은 예라 볼 수 있다. 미국이 겪고 있는 재정압박과 기술적 난관, 러시아를 비롯한 이란, 북한의 미사일 기술발전, 중국의 부상과 같은 대내외적 조건에 부응한 새로운 동맹관계라 간주할 수 있겠다. 동맹관계를 유지하고 발전시키기 위해서는 많은 노력을 필요로 한다. 때때로 발생되는 상이한 이익에 대한 적절한 절충점을 찾는 것이 동맹외교 정책의 중요한 관건일 것이다. 경북 성주에 배치된 고고도미사일방어 체계를 대하는 대한민국과 동유럽 국가 내 처음으로 미국의 MD체계를 받아들인 루마니아, 이 두 국가의 구분되는 태도에서 동맹국, 즉 미국과의 밀접도와 동맹관계의 역동적 변화를 감지할 수 있다. 동맹관계에서 공동의 목표가 불일치하게 되면 동맹은 실질적이라기보다 무의미하고 형식적인 관계로서 퇴보하게 된다. 이러한 점에서 이 글은 루마니아 사례를 통해 한미동맹의 가치와 중요성을 재확인하는데 의미를 둔다 하겠다.
The Republic of Korea exercised an important traditional US alliance status as the front line to defend liberal democracy from communism, but the unpredictable changing international order has seriously challenged the strategic value and importance of the Korean Peninsula. The alliance between Romania and the United States is a good example of the newly introduced US global strategy. It can be considered a new alliance that responds to internal and external conditions facing the United States such as the fiscal pressures, technical difficulties, missile technology development in Russia, Iran and North Korea and the rise of China. Maintaining and developing an alliance requires a lot of effort. Finding the proper solutions for the different interests that arise from time to time is an important part of alliance policy. We can detect the closeness and dynamic changes of the alliance with the United States, in the distinction between the Republic of Korea in response to THAAD system and Romania that is the first country to accept the US MD system in Eastern European countries. If the common goals in the alliance are inconsistent, then alliance will regress as a meaningless and ostensible relationship rather than a real one. Therefore, the Republic of Korea should develop its alliance with the United States into the relationship based on strategic flexibility in order to create peaceful atmosphere in the Korean Peninsula as well as East Asia. In this regard, the purpose of this article is to reaffirm the value and importance of the ROK-US Alliance through the case of Romania.
