최근 인천시를 중심으로 한 상수도 녹물 사태는 초점사건으로 기존 유사사례와 비교하여 언론의 보도량 및 이슈화 양상에서 차이를 보였다. 본 연구는 그 이유를 찾아보고 향후 상수도 정책에 미치는 영향을 연구해 보는 것을 목적으로 하고 있다. 인천 상수도사태는 1991년 낙동강 페놀 오염사태 이후 가장 많은 보도량을 기록하였다. 이렇게 많이 보도가 된 것에는 이슈를 제기한 ‘맘카페’와 ‘청와대 청원’등 과거와는 다른 참여 주체와 참여도구가 있었기 때문에 이슈화가 더욱 빨리 진행될 수 있었다. 원인 측면에서 과거의 녹물 사태는 상수도관의 노후화와 직·간접적으로 연관되었다. 그러나 이번 사태는 전문인력 부족 등으로 인한 판단 착오로 인한 실기가 주요한 원인이었다. 이번 사태는 향후 상수도 관리 정책의 변화를 유도할 수 있다. 먼저 관로의 교체 등의 이슈보다는 유지보수 측면이 강조될 것이다. 상수도 블록화, 관로의 점검과 갱생, 청소 등이 중요해 진다. 둘째는 수평적 거버넌스 측면에서 ‘맘카페’와 같은 사용자 참여가 중시될 것이다. 그리고 이들이 선호하는 참여채널로서 SNS와 같은 수평적 채널과 청와대 청원과 같은 효용감 높은 참여통로에 대한 관심이 높아질 것이다. 셋째는 전문인력의 확보와 관련된다. 상수도 사업자의 기술인력 부족과 노령화가 상당부분 진행되었지만 근본적인 해결책이 부족하였다. 향후 전문인력 확보를 위한 제도적 측면의 공사화, 예산 확보를 위한 가격인상 등의 획기적 해결책이 더욱 공론화 되어야 한다.
The rust stain tap water accident of Incheon city in Jun 2019, was different from the previous cases in terms of the amount of press articles and spread speed. In addition, the cause of the accident and its countermeasures were different from those of the past. The purpose of this study is to find out the reason and to study the influence on the waterworks policy in the future. The number of media report was the highest since the Nakdong River phenol pollution accident in 1991. At first, this accident was spread in the web, called 'Mam Cafe'. 'Cheong Wa Dae petition' and Social Network Service were main tools for the spread of the issues. In terms of causes, the past rust stain water accidents were directly or indirectly related to the aging of the waterpipes. Additionally, , this was caused by malfunction of manpower. This may be accompanied by changes in water management policies in the future. First, the maintenance aspect will be emphasized rather than issues such as pipes replacement. Waterworks block, pipeline inspection and rehabilitation, and cleaning issues will become more important. Second, in terms of horizontal governance, user participation such as 'mam cafe' will be getting more important. And people are getting more interested in SNS and Blue House petitions as preferred channels. The third is related to the securing of professional manpower. The aging of technicians are critical issue. Issues on transfer to public company to secure professional manpower and water price would be getting hotter than theses days.
