사회적 가치는 경제적 가치, 환경적 가치와 함께 지속가능한 발전을 위한 3대 기반요소로서 자본주의의 부작용에 대한 혁신적 대안으로 등장하면서 전세계적으로 보편화되고 있는 추세이다. 공공기관이 사회경제적 발전에 중추적 역할을 담당한 것은 사실이나, 국가주도적 성장정책과 궤를 같이함으로써 사회문제 해결을 위한 주체적 역할을 수행하지 못하였다. 따라서 정부는 사회, 경제, 환경, 문화 등 모든 영역에서 공공의 이익과 공동체의 발전에 기여할 수 있는 사회적 가치를 제도화하기 위해 노력하고 있다. 특히 지방공공기관도 지역사회문제 해결을 위한 주체적 지위에서 사회적 가치 구현을 위해 노력하고 있는데, 이를 위해서는 사회문제 해결을 통한 공동체적 가치 향상의 적극적 주체로 인식할 필요가 있으며, 지방공기업법과 지방자치단체 출자·출연기관의 운영에 관한 법률의 설립목적과 관련 규정을 개정할 필요가 있다. 또한 지방공공기관의 경영평가지표체계를 지속적으로 사회적 가치와 연계하여 개편하고, 사회책임조달과 관련된 규정을 재정비할 필요가 있다. 아울러 임원추천위원회, 인사청문회, 노동이사제, 시민참여예산제 등 민주적 제도를 도입하여 지배구조 자체를 사회적 가치 구현과 연계하여 운영할 필요가 있다
Social value, along with economic value and environmental value, is becoming more common in the world as an innovative alternative to the side effects of capitalism as the three fundamental elements for sustainable development. It is true that public institutions played a pivotal role in socioeconomic development, but they failed to play a primary role in solving social problems in line with the national growth policy. Therefore, public institutions are striving to solve social problems in all areas of society, economy, environment, culture, and realize social values that can contribute to the development of public interest and community. In particular, local public institutions are also striving to implement social values in their own positions to solve community problems, which need to be recognized as the main body of improvement in community values through solving social problems. In order for local public institutions to realize their social values, they need to revise the purpose of establishing the law(local public enterprise act, act on the operation of local government-invested or –funded institutions) and related regulations. In addition, the management evaluation index system of local public institutions needs to be recognized by linking them with values and readjusting the rules related to the procurement of social responsibility. Also, it is necessary to introduce democratic institutions such as labor board system, personnel hearing, civilian participation budget system in connection with the implementation of social values.
