신라의 전신인 사로국은 한반도 동남부 지역에서도 경주 일원에 위치하여 지리적으로 고립되어 있었다. 따라서 금속문화의 도입은 상대적으로 늦었지만, 자연환경 상 조건이 농경과 수렵을 중심으로 정착하기 좋은 입지 여건을 가지고 있었다. 뿐만 아니라 해상으로의 유이민 집단의 정착에 큰 어려움이 없었고, 그러한 자연환경 속에서 그들만의 독특한 문화양식을 발전시켜 나갔다. 한편, 사로 단계의 신라가 진한의 제소국을 아우르는 국가의 형태를 갖추어 가는 데에는 선진문물과 함께 사로에 들어온 탈해집단의 우수한 문화와 토착세력 및 기존의 이주 집단을 규합하는 정치력도 중요하게 작용하였지만, 울산지역의 철 생산 유적 또한 중요한 역할을 담당하였던 것을 알 수 있었다. 울산의 달천철장은 최근까지도 그 명맥을 유지할 정도로 막대한 자원의 보고였고, 고대 국가가 발전하는데 있어 철기의 생산이 갖는 의미를 고려한다면 신라의 고대국가로의 확립에 있어서 그 중요성이 결코 작지 않다고 할 수 있겠다. 한반도 삼국이 국가형성을 지향해 나가는 시기가 되면서 신라는 해상을 통한 왜와의 외교를 통해 국가 간의 외교사의 형태로 발전해 나갔다. 특히 울산지역이 신라의 외항으로서의 역할이 중시되었다. 왜와의 교류에 있어 가장 빠른 경로가 바로 경주 도성에서 출발하여 관문성을 거쳐, 울산만의 율포에서 왜로 출항하는 것이기 때문이다. 인류의 역사는 해양을 효과적으로 이용한 국가가 역사의 흐름을 주도하면서 번영을 구가할 수도 있었다. 이러한 의미는 과거나 지금이나 마찬가지여서 해상로에 대한 지배는 곧 역사의 주도권 확보라는 의미이기도 한 것이다. 한반도 고대국가 신라는 한강유역을 확보하면서 중국과의 직접적인 교류를 통해 사회, 문화 전반을 더욱 발전시켰고, 그를 바탕으로 백제와 고구려를 차례로 병합하였고 나아가 동북아시아 해상 교류의 중요한 역할을 담당했었다. 이러한 역사전개의 방향은 지금도 선진국이라고 불리는 많은 국가들이 모두 바다를 통한 해상 교류를 활발히 하고 있음에 주지하는 사실이다.
Saro Kingdom, the forerunner of Silla Kingdom, was isolated since it was located in the area of Gyoungju in the southeastern region of the Korean Peninsula. Accordingly the introduction of metal culture into the kingdom was relatively late, but its natural conditions were convenient for settlement life focusing on agriculture and hunting. In addition, there was not a big problem for the settlement of people wandering to the sea, which enabled the people to develop their own unique culture style. When the establishment of three kingdoms was about to start, Silla Kingdom had already advanced with the diplomacy between kingdoms through that with Wa Country (current Japan). In particular, the role of Ulsan Area was considered to be very important as an outer port of Silla. The reason is that the fastest route for the exchange with Wa Kingdom was from the capital of Gyoungju through Gwanmun Fort and again Yulpo in Ulsan to Wa. The history shows that any kingdoms efficiently using oceans could take the lead of history to eulogize prosperity, which means that the control of sea roads is the security of historical initiative. Since the ancient kingdom of Silla secured the Han River Area, it could advance its society and culture more actively through their direct exchange with China, based on which it could annex Baekje Kingdom and Goguryo Kingdom and, what was more, it played a significant role in marine exchange in the northeastern Asia. The property of history course is well-known that a lot of advanced countries are actively exchanging with one another by sea even nowadays.
