미중 경쟁이 본격화되면서 한국은 선택을 강요받고 있다. 중국 화웨이 네트워크 장비 사용에 관한 선택도 미중간의 다른 의견으로 한국에게 선택을 요구하고 있다. 본 논문은 미국 트럼프 행정부의 화웨이 장비 사용금지에 대한 담론은 미중 간 기술패권경쟁에서 중국의 기술패권 확대를 막기 위한 기존 ‘중국위협론’의 확대된 담론이라고 주장한다. 첫째, 한국 내 사이버 안보에 관한 선행연구 분석을 제시하고, 사이버 안보화(Cyber Securitization) 개념을 적용하여 이론틀을 제시하였다. 둘째, 화웨이 사태에 대한 설명과 함께 ‘중국위협론’과 ‘화웨이 사이버 안보위협론’을 비교분석하였다. 셋째, 화웨이사이버안보위협론” 담론 구성에 대해 설명하였다. 넷째, 본 논문은 미중 간의 사이번 안보에 관한 역사적 맥락과 기술적 논의를 통해 “화웨이 사이버안보 위협론”의 담론과 실제를 밝힌다. 마지막으로 ‘화웨이 사이버 안보위협론’이 한국의 기업인 LG유플러스 회사에게 어떤 영향을 끼쳤는지 살펴보았다. 중국을 최대 수출 시장으로 둔 한국의 입장에선 화웨이 네트워크 사용여부에 대한 결정은 경제에 매우 큰 영향을 미칠 수밖에 없다. 따라서 한반도의 평화와 번영을 위해 우리는 경제, 정치, 안보의 복합적인 요소들을 고려하여 합리적인 정책을 내려야 한다. 그리고 한국은 미중간의 사이버 패권경쟁에서 제기되는 담론과 실제의 명확하게 구분해야 한다.
While the U.S.-China competition has severely emerged, South Korea has been being forced to make a choice. The choice on the use of China's Huawei network equipment is also calling on South Korea to make the choice in different national interests between the U.S. and China. This paper argues that the Trump administration's discourse on banning the use of Huawei's equipment is an expanded discourse of the existing "China Threat Theory" aimed at preventing China from expanding its technological hegemony in the competition between the U.S. and China for technological hegemony. First, it presents a prior research analysis on Cyber Security in Korea and applied the concept of Cyber Security to present a theoretical framework. Second, the 'China Threat Theory' and 'Huawei Cyber Security Threat Theory' were compared with the description of Huawei's situation. Third, the" Huawei Cyber Security Threat Theory" discourse was analysed. Fourth, this paper reveals the discourse and practice of "Huawei Cyber security Threat Theory" through historical context and technical discussion on Cyber security between the US and China. Lastly, we take a look at how Huawei's Cyber Security Threat Theory has affected LG Uplus Corp., a South Korean company. For South Korea, which has China as its biggest export market, the decision on whether to use Huawei's network will have a very big impact on the economic security. Therefore, for the sake of national interest on the Korean Peninsula, we must make reasonable policies in consideration of the complex elements of economy, politics and security. And Korea should clearly distinguish practice from the discourse raised in the cyber hegemonic rivalry between the U.S. and China.
