이 연구는 지방 관료제의 정치화 현상을 광역자치단체 소속 전･현직 공무원과의 심층 면담을 통해 분석하고 해석하려는 목적으로 진행되었다. 이를 위해 이 연구는 먼저 ‘정치화’ 개념을 ‘정치적 중립성’의 결여로서 이해하고 정치적 중립성과 마찬가지로 형식적 차원과 내용적 차원으로 정의하였다. 이러한 이론적 전제를 바탕으로 이 연구는 2018년 3월에서 8월에 걸쳐 이루어진 광역자치단체 소속 전･현직 공무원과의 심층 면담의 내용을 자료로 하여 지방 관료제의 정치화 현상의 다양한 양상을 정리하였다. 먼저 형식적 차원에서는 공무원의 파당적 정치 활동, 파당적 충성심에 의한 선발, 정책의 결정 및 집행의 과정에서의 과도한 재량과 권한의 행사가 ‘줄대기’, ‘꽂아 넣기와 자리 만들기’ 그리고 ‘인사 라인과 인사 마피아’ 등을 통해 구체화되고 있는 것으로 확인되었다. 한편 내용적 차원에서는 객관적･전문직업적･양심적 판단과 사고의 중단 및 정치적 충성에 의한 관리 현상이 ‘영혼 없는 공무원’과 ‘줄서기’의 형태로 구체화되고 있는 것으로 해석되었다. 관료들은 국민 전체의 봉사자가 아닌 특정 파당의 대리인이거나 혹은 스스로의 이익 대변자로서 역할하고 있는 것으로 드러났다. 지방 관료제의 이와 같은 정치화 현상은 지방자치제 실시를 통한 지방정치의 활성화라는 조건에서 나타나거나 혹은 적어도 이전 보다 더욱 두드러지게 된 것으로 진단되었다. 또한 이러한 조건 하에서 가속되어가고 있는 정치화 현상에 대한 평가 역시 개인적 차원의 자조에서부터 관료 사회 전반의 행태적･구조적 측면에 대한 부정적 평가 등으로 나타나고 있었다.
The purpose of this study was to analyze and interpret the politicization of local bureaucracy through in-depth interviews with former and incumbent local government officials. The study first understood the concept of 'politicization' as a lack of 'political neutrality' and defined it as a formal dimension and a content dimension in addition to political neutrality. Based on this theoretical premise, the study summarized various aspects of the politicization of local bureaucracy based on in-depth interviews with former and current government officials from March to August 2018. The study revealed that bureaucrats were not acting as representatives of the whole nation, but as agents of specific factions or as advocates of their own interest. Such politicization of local bureaucracy was diagnosed as either appearing or at least becoming more prominent. In addition, the politicization accelerating under these conditions was also evaluated to be very negative both in terms of behavior and structure of the entire bureaucracy.
