서구 유럽식 복지국가를 지향하는 국가들에서 사회구성원 사이에 부(富)의 불균형과 공동체 윤리의식의 부재로 인한 소외현상 및 사회적 갈등이 심각한 문제로 대두되고 있다. 이와 관련하여 대규모 신도시 건설의 경우에만 적용되던 유비쿼터스 도시의 건설 등에 관한 기존의 법률이 기성시가지도 적용대상에 포함하고 도시의 건설 뿐만 아니라 운영을 비롯하여 관리에 이르기까지의 사항들을 포괄하여 산업 지원과 관련한 사항까지 규율하는 스마트도시 조성 및 산업진흥 등에 관한 법률로 변경되었다. 스마트시티 특별위원회에서 제시한 ‘스마트시티 추진전략’에 따르면 도시 성장단계별로 차별화된 접근의 필요에 따라 개발초기에는 시범도시와 거점을 육성하고, 이미 형성된 도시의 경우 스마트화를 추구하는 과정을 운영단계로 인식하고, 도시가 쇠락한 상황에는 도시재생을 시행하도록 하고 있다. 기성시가지의 공간적 특성 및 스마트서비스 도입 목적에 따라 ‘생활편의 특화형’, ‘산업육성 특화형’, ‘문화 · 관광 특화형’, ‘재난안전 · 환경형’으로 나누어 효율적인 스마트 서비스를 제공함으로써 전반적인 생활환경을 개선하고, 지역적 특성을 고려한 계획수립을 지원하는 스마트시티 “테마형 특화단지 지원사업”을 실시하여 4차 산업기술을 토대로 경제발전과 사회적 문제를 동시에 해결 가능한 고객 맞춤형 요구와 잠재적 요구에 대응한 상품 ‧ 서비스 제공으로 경제발전을 도모하고 동시에 지역, 연령, 언어 등의 격차 해소로 사회적 문제를 해결 기술을 넘어 인간중심 사회 빅데이터와 AI의 발전으로 인간은 복잡하고 익숙하지 않은 일에서 해방되어 필요한 물품 ‧ 서비스를 필요한 때 제공받는 최적화된 사회를 구현함으로써 스마트 공유도시 복지공동체를 구축해 나가야 할 것이다.
In countries oriented to Western European welfare states, alienation and social conflicts due to wealth imbalances and lack of a sense of community ethics among the members of society are a serious problem. In this regard, existing legislation on the construction of ubiquitous cities, which was applied only for the construction of large-scale new cities, is included in the provision of old-fashioned city maps, and covers not only the construction of cities but also operations and management. According to the 'Smart City Promotion Strategies’ presented by the Smart City Special Committee under the Fourth Industrial Revolution Committee under the President, in accordance with the need for a differentiated approach for each urban growth stage, new pilot stages and regional bases are fostered in the new development stage. The city’s operation stage is to identify the stage of smartization and proliferation of the city, and the smart city-type urban regeneration is promoted at the stage of deterioration and decline of the city. The law was changed to create a smart city and to promote industrial development. According to the spatial characteristics of the old city and the purpose of introducing smart services, it is divided into ‘specialized for living,’ ‘specialized in industrial development,’ ‘specialized in culture and tourism,’ and ‘disaster safety and environment’ to provide efficient smart services.
