최근 국제 테러리즘의 활동 영역이 전통적 테러리즘 개념의 범주를 넘어 초국가성을 지향함에 따라 테러정보의 수단도 인터넷 웹사이트나 소셜 미디어로 확장되고 있어 대테러 활동의 전략과 방향설정의 변화가 요구된다. 특히 테러조직은 정보화를 통한 국제화 환경에 신속하게 편승하여 조직에 대한 홍보 및 선전, 조직원 모집, 자금 모금 등의 목적을 달성하기 위해 인터넷과 소셜 미디어를 집중적으로 활용하고 있다. 초국가적 테러리즘의 주요 수단으로써 악용되고 있는 인터넷 및 소셜 미디어 관련 사례의 심각성을 고려할 때, 이러한 현상에 대한 사회 전반의 인식을 제고하고, 제도 개선 및 정부·기업 협력을 통한 대응방안 강구 등 적절한 대책 마련의 필요성이 제기된다. 본 연구에서는 테러조직의 인터넷 및 소셜 미디어 활용사례를 파악하여 전략적 특징을 정리하고, 이를 소재로 하여 구조화 분석기법 중 하나인 프로그레시브 허들 기법을 적용시켜 현실적으로 활용 가능성이 높고 합리적인 대응방안을 도출하고자 한다. 국민의 알 권리와 언론의 자유를 지향하는 미디어의 순기능이 있음에도 불구하고, 국가는 대테러 활동 차원에서 미디어를 통제해야 한다는 딜레마에 직면하게 되는데, 이를 극복하기 위해 분석기법을 활용하여 적용 가능한 대응방안 모색을 시도하였다는 점에서 유의미하다 하겠다.
Recently, as the activities of international terrorism have been transcending beyond the traditional concept of terrorism, the means of terror information have been extended to Internet websites and social media, making the war against terrorism more difficult. In particular, terrorist organizations are using the Internet and social media to quickly adapt to these environments and to achieve their goals, such as propaganda and promoting them, recruiting members, and raising funds. Through this background, this study aims to raise public awareness of the seriousness of the problem of Internet and social media being abused as the main means of transnational terrorism, to strengthen the response capabilities through institutional improvements and public-private partnerships, and devise countermeasures. In this study, the cases and strategies of the terrorist organizations on the Internet and social media were stated, and the most realistic possible countermeasures were introduced. The study was assisted by using the Progressive Hurdles analytic technique which is one of the structured analytic techniques. Through this process, it is expected that it will contribute to restructure the anti-terrorism strategy by identifying the functional relations existing between the media and the terrorism, and present the technical, institutional, and human countermeasures against the terrorism directed by the terrorist organizations.
