What are the implications/impacts for practice and policy of the incorporation of information and communication technologies (ICT) in local governance systems in Africa? How can this new tool be utilized to support good governance and sustainable development? The theory of the Digital State Paradigm (DSP) is used to answer these questions and a single-country case study (Morocco) provides an in-depth investigation of models and ideas of the application of e-government designs. Morocco offers a pragmatic illustration of how information and technology instruments are being adopted and implemented in developing countries. This research concludes that e-government is embraced in African countries to facilitate changes in citizen involvement, transforming traditional hierarchical approaches to coordination into network approaches, to advance human development, and break down barriers to a citizen/customer-focused approach to service delivery. The digital experiences in African countries improve government performance and effectiveness, and enable better responsiveness to citizens’ development needs. Examples of successful use of ICT for social, economic, and political purposes are evident in several sectors in the continent. This research contributes to literature on this topic by identifying a way to adapt public-sector digital processes, operations, and frameworks to rapidly changing dynamics and relations between people and organizations already enabled by the digital environment.
정보·통신·기술(ICT) 시대의 출현으로 전자정부 시스템을 채택하는 국가가 늘고 있다. 본 연구는 아프리카 국가들이 공공정책에 ICT 체계를 적극적으로 도입함으로써 경제성장을 촉진할 뿐 아니라 장차 선진화된 행정관리 체제를 구축할 수 있음을 입증하고자 한다. 논문이 제기하는 중심 질문은 두 가지다. 첫째, ICT를 아프리카 지역의 행정에 도입할 경우 어떤 효과가 발생하는가. 둘째, 이러한 새로운 행정 시스템을 어떻게 활용하면 아프리카의 경제와 거버넌스의 발전을 촉진할 수 있는가. ‘디지털 국가 패러다임(DSP)’ 이론을 모로코 사례에 적용하여 검토한 결과, 정보와 기술 요소가 국가 행정 시스템에 도입되면서 경제발전이 촉진되는 것은 물론이고 시민의 정치경제적 참여가 확대되고 시민의 요구에 부응하는 거버넌스의 대응 능력도 점차 신장된다는 것을 확인하였다. 이러한 연구결과를 바탕으로 장차 ICT 행정이 여타 아프리카 국가에 도입될 경우 모로코의 사례와 유사한 효과가 발생할 것으로 예상하며, 다만 적용 국가의 정치제도와 정치문화에 따라 ICT행정의 운용 내용과 세부 효과는 달라질 수 있을 것이다. 아프리카의 공공 부문에 디지털 정부 운영 체계를 적용하고 그 효과를 검토하는 문제에 관해 본 연구가 긍정적인 시발점이 되기를 기대한다.
