본 연구는 새로이 개편된 행정업무운영제도에 대한 지방공무원들의 인지도를 파악하여 지방행정의 원활 한 운영에 도움을 주려는데 목적이 있다. 이 목적을 위하여 본 연구는 인지도에 영향을 미칠 것으로 추정되 는 제도의 목적, 운영, 관리시스템 등의 중요도와 만족도에 대한 공무원들의 태도를 측정하고, 이 태도가 인 지도에 미치는 효과를 추정할 것이다. 분석 결과에 의하면, 제도의 목적과 운영에 관한 공무원들의 태도에 서 나타난 중요한 사실은 행정업무운영제도가 중요하고 필요한 것이라는 것은 인정하고 있지만, 현재 제도 운영 상태에 대해서는 만족하고 있지 않는다고 답하고 있어 제도운영에서 존재하는 문제점들을 파악하고 개선하여 만족스러운 제도운영을 위한 노력이 시급할 것이다. 행정업무운영제도 개선에 대한 공무원들의 기 대는 정보화시대에 부합하는 행정업무처리의 신속성·용이성·정확성을 확보하여 주민의 만족도를 향상하고 행정의 서비스 기능을 높이려는 것으로 추정할 수 있다.
This study is intended to help smooth operation of local administration by identifying the level of recognitions among local government employees about the newly reformed administrative system. For this purpose, this study measures the purpose of the system that is expected to affect the level of perception, and also measures the attitude of public officials on the importance and satisfaction of the system's operation and management system. The analysis shows that the important fact shown in the attitude of the public servants on the purpose and operation of the system is that although the administrative system is important and not necessary in its current operation. In addition, the effects expected by the government employees through the improvement of the administrative service system may be improved by improving the level of satisfaction by securing the speed, accuracy and ease of administrative service handling in response to the information age.
