문화예술에 대한 현 정부의 강력한 추진 정책에도 불구하고 기획재정부는 문체부 소속 문화예술기 관을 대대적으로 구조조정하는 방안을 추진함으로써 문화예술계의 강력한 반발을 초래하였다. 따라 서 본 연구에서는 문화예술분야 공공기관 구조조정의 배경과 방안을 분석하고 이에 대한 의견을 제시 함으로서 향후 구조조정의 시사점을 제공하고자 하였다. 첫째, 문화 분야의 특수성을 반영하는 좀 더 다양한 평가지표들을 마련하고, 평가지표에 대한 전문가들의 의견 수렴 절차가 필요하다. 둘째, 기능 조정의 대안으로 기관의 자구책이 요구된다. 현재 기재부의 기능조정안은 기관 간 통폐합 관점에서 진행되고 있으나, 기관 내부의 기능조정의 여지도 있다. 셋째, 문화계의 집단적 반발을 고려해야 한 다. 넷째, 최소 70~80% 이상의 긍정적인 통합효과가 발생할 것으로 확신하는 방안에 대해서만 기능 조정을 추진하고, 나머지에 대해서는 좀 더 신중한 접근이나 다른 대안을 검토해야 할 것이다.
This study analyzes the cultural arts background and public institutions restructuring plan. It was to provide a future restructuring implications. First, to establish a more diverse metrics that reflect the uniqueness of the cultural sector. Second, the efforts of the institutions are required to function adjusts alternatives. Although the current adjustment features that are going on between the institutions and the consolidation point of view, there is also a possibility of adjusting the internal organs function. Third, It should take into account the objections of cultural artists. Fourth, To promote the adjustment functions only in the room to make sure that the positive consolidation effect occurs.
