러시아 정부는 극동 해양관광사업을 지난 3~4년간 진행되어 온 극동 개발과 발전 프로젝트 중에서 가장 효과적이고 빠르게 경제적 효과를 볼 수 있는 사업으로 보고 있다. 이에 ‘러시아 동방 링’이라는 관광 브랜드를 개발하여 극동지역 해양관광산업 활성화를 추진하고 있다. 극동 관광 인프라를 개발하고 극동지역 관광 패키지를 구성하는 ‘러시아 동방 링’ 프로젝트에서 가장 중요한 사업이 해양관광 크루즈 사업이다. 러시아는 크루즈 관광산업 육성을 위하여 선행 사업으로 극동 항만 인프라 건설 사업을 추진하였다. 항만 인프라 건설과 크루즈 관광객 유치를 통하여 러시아는 극동 러시아 지역 경제 발전의 한 동력으로 해양관광산업을 육성하려고 한다. 한국도 환동해 해양 네트워크를 통한 관광산업 육성 프로그램을 추진해오고 있다. 러시아 극동 해양관광산업에 대한 분석 내용은 한국의 환동해 해양 발전프로그램에 중요한 자료가 될 것이다.
The Russian government considers that an expansion of the Far East Siberian tourism industry will bring on the most effective and rapid economic effect among the Far East Siberian development projects. In turn, Russia has developed a tourism brand called the “Russian Eastern Ring” to promote the development of the marine tourism industry in the Far East. The most important target in Russia’s Eastern Ring Project, which develops the Far East Siberian tourism infrastructure and provides tourism packages of the Far East Siberian region, is the marine tourism industry using cruise. Russia is trying to develop its cruise industry into a driving force for economic development in the Far East Russia region by fostering cruise tourism industry and building infrastructure in the Far East. South Korea is also showing a willingness to expand its Far East cruise industry as a result of responding to such Russian policies. South Korea has advanced the program for fostering tourism industry through the Hwandong coastal network. The Hwandong coastal cruise industry covers China, Japan and Russia cruise program. In this background, I will figure out the way that Korean cruise program can be connected too.
