본고는 인공지능기술진보가 일자리를 줄이는가? 아니라면 우려의 근저는 무엇인가? 일어나고 있는 갈등의 요체는 무엇이고 경제의 적응력을 높이기 위해서는 무엇이 필요한가? 라는 문제 의식아래 노동의 미래를 개관해 본다. 기술이 기존 업무를대체함에 따라 경제 전체적으로 일자리가 줄어들고 있다는 증거는 찾기 어렵다. 인공지능기술로 인한 노동시장 변화 전망은 세대를 넘어서는 장기적 관점에서 파악할필요가 있다. 현재 진행되고 있는 사회적 갈등은 기존에 확립된 규제와 미래에 확립되어야 할 규제를 둘러싼 갈등이 그 요체라고 판단된다. 인공지능기술이 보여준 새로운 산업잠재력만큼이나 갈등을 최소화하면서 인공지능시대에 필요한 교육제도, 노동규범, 조세규범, 사회보장제도로 이행하는 일은 인류의 숙제로 남아 있다.
This paper addresses concerns regarding the future of work in the age of digital transformation. Specifically, it focuses on four aspects: job insecurity, the possibility of technological unemployment, job polarization and income inequality. It insists that consequences of AI development should be diagnosed from a long-term perspective in which the time horizon is more than a generation or two. Current technological progress is causing social conflict and calls for the reexamination of rationales of past regulations enforced in the overall economy and for relevant policy response based on alternative principles. This paper suggested policy direction and approach towards labor regulations, social protection, and education systems.
