4차 산업혁명 시대가 도래하면서 산업기술의 경제적 가치는 높아지고 있다. 그 부작용으로 고부가가치의 산업기술에 대한 범죄도 점차 다양해지고, 그 수도 늘고 있다. 산업기술유출범죄에 대한 경제적 피해가 커지면서, 산업기술유출범죄를 수사하는 경찰의 역할이 점차 중요해지고 있다. 선행 연구에서도 산업기술유출범죄에 있어서 경찰의 역할이 중요하다는 점을 인정하고 있으나, 효과적인 산업기술유출범죄 대응책으로서 경찰 내부 조직 개편 등 ‘조직 재정비’라는 단편적인 해결책 제시에 그치고 있다. 그러나 본 연구에서는 산업기술유출 방지에 있어서 조직 재정비와 같은 해결책 이외에 수사관 개인의 수사의지가 중요하다고 생각하여, 수사관들의 수사의지에 영향을 미치는 요인들을 탐색하였다. 경찰청, 전국의 지방청, 경찰서 직원들을 대상으로 설문조사를 한 뒤 이를 분석, 산업기술유출에 대한 인식과 언론에 대한 접촉도가 수사의지에 유의미한 영향을 미친다는 결과를 도출하였다. 선행연구의 부재로 수사의지에 대한 조작적 정의가 미흡한 점이 한계점으로 지적될 수 있으나, 산업보안 분야에서 상대적으로 주목받지 못했던 경찰 개인의 의지에 집중하여 영향을 끼치는 요인을 실증적으로 밝혀내려고 했다는 점에서 의의가 있다.
With the advent of the fourth industrial revolution era, the economic value of industrial technology has been increasing. As the result of the side effects, crimes against high-value-added industrial technologies are increasingly diverse, and the number is increasing. As the economic damage to industrial technology leakage crimes grows, the role of police investigating industrial technology leakage crimes is becoming increasingly important. Although the police's role in crime of industrial technology leakage was recognized in the preceding researches, They only suggested the piecemeal solutions such as the reorganization of the police's internal organization as the effective countermeasure against crimes of industrial technology leakage. However, I think that the will to investigate of each investigator is important in preventing industrial technology leaks, so we explored factors that affect the will of the investigators. Based on the survey conducted on the employees of the National Police Agency, regional offices and police stations across the country, the analysis that the perception of industrial technology leaks and contact with the media have significant impacts on the will of the investigation was concluded. The lack of a manipulative definition of investigation will may be pointed out as a limitation due to the lack of prior research, but it is meaningful that this study focuses on the will of individual police officers who were relatively unnoticed in the industrial security field and tries to empirically identify the factors affecting them.
