본 논문은 소규모 대학이 강소대학으로 발전해 나가면서 보여준 특성화 추진전략과 성공요인을 분석하고 정책적 제언을 제시하는 것을 목적으로 한다. 이를 위해 규모와 소재지, 학문계열을 고려한 3개의 소규모 대학을 연구 대상을 선정하였으며 대학과 관련된 문헌자료 분석과 대학의 구성원을 대상으로 인터뷰를 진행하였다. 분석 결과 첫째, 각 사례대학의 특성화 추진전략은 각각 초광역권 산학협력 모델, 지역사회에 봉사하는 수평적 특성화 모델, 소규모 대학형 창의융합인재 양성교육 모델로 정의될 수 있었다. 둘째, 사례대학에서 도출된 성공요인은 위기의식의 존재와 생산적 활용, 선순환 구조로의 전환을 위한 투자와 혁신 선도그룹 형성, 비전과 추진전략, 혁신적 제도 도입과 성공사례 조기 창출·확산, 체계적 데이터 수집과 활용, 그리고 정부재정지원사업의 효율적 활용 등 6가지로 요약되었다. 이러한 연구 결과를 바탕으로 교육 기초역량 강화를 위한 대학의 체질개선, 상생 발전을 위한 대학과 지역사회 간 효과적 연계체제의 구축, 소규모 대학의 자원 한계를 극복하기 위한 대학 간 연계 및 국가의 정책적 지원 등으로 3가지 핵심적 추진과제를 제안하였다. 본 연구는 중소규모 사립대학이 처해 있는 다양한 맥락에 따른 성공모델을 유형화하여 제시하였으며 이러한 강소대학 육성을 위한 추진과제를 제시하였다는데 의의가 있다.
The purpose of this study is to analyze the specialization promotion strategies and success factors of small universities in the process of developing into small but strong universities and to provide suggestions for policy making. For this purpose, three research cases of small university were selected in consideration of the size, location, and academic background. The data were collected through document analysis and interviews with key members of the universities. As a result of analysis, firstly, each case university could be defined as the wide trans-locality industry-academic cooperation model, the horizontal specialization model serving the community, and the creative convergence talent training model of small university. Secondly, six common success factors were found: the existence and productive use of crisis awareness; forming an innovation and investment leadership group for the transition to a virtuous cycle; vision and strategy establishment; innovative system introduction and early creation·spreading of successful cases; systematic data collection and utilization; and the efficient use of government financial support projects. Based on these findings, three key initiatives for fostering small but strong university were proposed: improving the constitution of the university for strengthening basic education; establishing an effective linkage system between the university and the community for win-win development; and policy supporting of linkage between universities to overcome the resource limitations of small universities. This study is meaningful in that it suggests the types of success model according to various contexts faced by small and medium sized private universities, and suggests the policy directions for fostering small but strong universities.
