20세기부터 21세기 현재까지 진행중인 정보화와 인공지능의 결합은 서구선진국을 중심으로 한국사회 전반에 엄청난 파급력을 발휘하였다. 4차 산업혁명으로 명명되는 일련의 흐름은 정보기술화의 대중화로 사람들의 일상생활에서 인간의 가치판단에 영향을 미친다. 우리가 이용하는 페이스북과 카카오톡 같은 SNS서비스들은 IoT, 클라우드, 빅데이터, AI 등을 활용하여 복합적인 서비스를 제공한다. 이를 고려하면, 4차 산업혁명은 디지털 신호로 운용되는 정보기술과 산술적ㆍ기계적 알고리즘의 AI가 제시하는 논리구조에 의해 인간의 선택과 행위가 영향을 받는다고 판단할 수 있다. 이에 따라서, 공공ㆍ민간부문의 관리방식과 의사결정방식은 큰 변화를 맞이하고, 우리는 기존의 가치가 변화하고 새로운 가치가 형성되는 상황을 경험하고 있다. 우리가 직면한 패러다임의 전환기적 상황은 우리에게 새로운 윤리규범을 요구한다. 이러한 인식으로 본 연구는 4차 산업혁명에 대한 ⑴ 미국, ⑵ EU, ⑶ 일본 등 주요국가의 대응전략을 살펴보았다. 주요국의 대응은 우리에게 전략적ㆍ체계적인 정책과 제도의 진행방향을 보여준다. 그럼에도 불구하고, 인간존엄성과 연결된 윤리규범에 대한 논의는 거의 이루어지지 않고 있다. 단지, 주요국과 한국에서 진행되는 논의는 4차 산업혁명에서 발생하는 경제적ㆍ기술적 차원에 집중되고 있다. 4차 산업혁명과 관련된 윤리적ㆍ규범적 차원의 논의는 서비스 공급이나 유통과정에서 제공자와 이용자 사이의 정보이용을 규율하는 윤리적 책무에 한정된다. 이를 바탕으로, 본 연구는 4차 산업혁명과 윤리규범을 소고하여 인간존엄성의 확보에 시사점을 제공하고자 하였다. 세부적으로, 본 연구는 4차 산업혁명과 ⒜ 효율성, ⒝ 지능정보격차, ⒞ 인공지능(AI)을 둘러싼 논란을 고찰하고, 이에 대한 대응으로 ① 새로운 윤리규범의 설정, ② 법 원리의 준수, ③ 개인정보보호 등에 대한 법제적 대응의 필요성을 시사점으로 제시하였다. 법과 윤리규범이야 말로 인간의 존엄성과 긴밀히 연결되고, 하나의 패러다임과 시대변혁을 준비하는 원동력으로써 인류생존과 인간존엄의 열쇠를 쥐고 있기 때문이다. 근본적으로, 기술발전과 사회진화의 주역은 인간이고, 윤리와 규범은 우리에게 나침반 역할을 하여 인간의 존엄성을 지키도록 도와준다. 본 연구가 인간의 존엄성 확보에 도움이 되길 기원하고, 후속연구에 시사점을 제공하길 바란다.

20th to until now, the combination of informatization of AI around the industrial countries effected overall society in korea. The advent of 4th industrial revolution take into effect on the value judgement under the influence of popularization of info-tech. SNS provider like facebook provides complex service using IoT.t, cloud, big data and AI. Considering this, The advent of 4th industrial revolution affect people's behavior by the logic of the info-tech and AI. Therefore, public and private decision making changes, we experience change of the past value and new value formation. Change of paradigm require us to have new ethical standards. For this study, u.s, eu, and japan strategies are studied. Those strategies show us the direction of strategic, systematic progressive policy and system. However, in the respect of the morals and norms, our strategy is just to regulate provider and users in the intelligence information service system. This study review the 4th industrial revolution, ⒜ efficacy, ⒝ intelligence information gap, and ⒞ AI. This study makes it clear that free will is different from a series of algorism AI, creating the necessity of legal action on ① setting new ethical standards, ② observance of law principle, ③ personal information protection. Law and ethics standards has the key of survival as driving force in preparing the age revolution, a new paradigm, connected with humane dignity. Fundamentally, the tech-info and society revolution's subject is human, morals and norms play role of the compass enlighten the dignity.
