미국 건국 이후로 고착되었던 동양인에 대한 차별정책은 제2차 세계대전을 계기로 크게 변화되기 시작했다. 제2차 세계대전이 발발하면서 ‘시민권을 획득할 수 없는 외국인’의 지위도 크게 달라지기 시작했다. 미국에 거주하는 외국인은 출신국이 연합국인가 추축국인가에 의해 적국외국인과 우호외국인으로 양분되었다. 본 연구에서는 제2차 세계대전 이후의 동양인에 관한 이민정책과 지위의 변화 과정을 1940년 외국인 등록법, 1941년 진주만 공격, 1943년 중국인 배척법 철폐 등을 중심으로 비교 분석하려고 한다. 즉 분수령의 시기 동안 동양인 중에서도 특히 일본인, 중국인, 한인 등의 삶과 지위는 어떻게 달라졌는지 그 양상과 특징을 비교 분석할 것이다. 제2차 세계대전은 동양인의 지위와 정체성이 가장 극명한 변화 양상을 보였던 시기일 뿐만 아니라 이전 시기와는 달리 인종적 요건보다는 정치적 이해와 경제적 요건이 주된 변수였다고 할 수 있다. 제2차 세계대전 이후에도 동양인에 관한 정책에서 인종 문제가 배제되었다고 할 수는 없지만 동양인 완화정책과 일본인 집단 이주라는 극단적인 변동이 동시에 존재했던 분수령이었다는 사실이 중요하다. 이 시기의 동양계 이민자에 관한 정책의 변화는 미국의 이민정책뿐만 아니라 1952년 맥카란 워터법과 1965년 신이민법의 방향으로 나아가고 있다는 점에서 미국이민사에서 매우 중요한 전환기였다는 데에 그 의의가 깊다.
The object of this study is to examine the change of status of Asian Immigrants in the United States from 1939 to 1945. Using Oral histories, special collections, government documents, and contemporary studies, this study analyzes how the status of Asian Immigrants diversified after the breakdown of the World War II. Their legal status was "Aliens of ineligible to citizenship" because they had to bear the brunt of the racial hierarchy in the United States. Most of the previous studies during this period were concentrated on the Attack on Pearl harbor and Japanese relocation camp. So this study focused on the Alien Registration act of 1940, Attack on Pearl Harbor, and repeal of Chinese Exclusion act in 1943 as main factors to influence the change of status of Asian immigrants. According to the Alien Registration act of 1940, Asian immigrants were divided by 'enemy aliens' and 'friendly aliens.' Also after the attack on Pearl Harbor, Japanese on the West Coast had to relocated to several camps. However, Asian immigrants except Japanese immigrants had experienced remarkable change since the repeal of the Chinese Exclusion Act in 1943 because wartime mobilization afforded almost Asians socioeconomic mobility. Above all, this period was important turning point for the change of status of Asian immigrants in American immigration history and their status and lives was greatly diversified.(Daejin University)
