이 연구는 경남 18개 시·군 기초자치단체에서 지역일자리 목표 공시제 계획 수립에 필요한생산가능인구를 추정하여 기초자치단체별 고용정책 수립에 기여하기 위함이다. 2017년도부터시군별로 장래인구추계 자료가 제공되고 있지만, 고용정책수립에 필요한 생산가능인구는 인구이동, 속박인구(재소자, 군인)를 제외한 부분으로 단순 장래인구추계만으로는 실질 생산가능인구추정이 어려운 부분이다. 지역별 고용조사에서 제시된 생산가능인구와 민선 6기 기준으로 추정된 자료를 비교하여 생산가능인구 추정방법에 대한 연구의 타당성을 살펴보았다. 2018년까지 생산가능인구 추정결과를 살펴보면, 시부의 15세 이상 인구를 보면 창원시가911,971명, 진주시 285,797명, 통영시 114,645명, 사천시 98,057명으로 추정되었고, 15세 이상인구대비 65세 인구비중(27.9%)이 가장 높은 시는 밀양시로 분석되었다. 군부 중 가장 높은 인구는 창녕군이 54,253명으로 나타났다. 그 다음으로 함안군 53,887명,거창군 52,583명, 고성군 45,900명 순으로 추정되었고, 15세 이상 인구대비 65세 인구비중(42.4%)이 가장 높은 군은 합천군으로 나타났다. 이러한 추정결과를 바탕으로 향후에는 시군별 특성에 맞는 고용정책이 수립될 수 있도록 표준화된 생산가능인구 추정 모델에 대한 후속연구가 진행되어야 할 것으로 사료된다.
This study estimated the working age population necessary for the planning of a disclosuresystem of regional job creation targets in 18 cities and counties in Gyeongsangnam-do from 2014 to2018, which was the term for the 6th popularly-elected officialsAccording to the results of the estimation until 2018, Changwon-city, Jinju-city,Tongyeong-city, and Sacheon-city have 911,971, 285,797, 114,645,and 98,057, respectively in termsof the population aged 15 years old and over in their cities. In addition, Miryang was the city withthe highest proportion of people aged 65 and older (27.9%) compared to people aged 15 and older. Among the many counties, Changnyeong-gun was estimated to have the largest population of54,253. Following Changnyeong-gun, it was estimated that Haman-gun had 53,887, Geochang-gunhad 52,583, and Goseong-gun had 45,900 people. In terms of the percentage of people aged 65and older to people aged 15 and older, Hapcheon-gun took first place with 42.4%. Based on these estimates, further research on the standardized estimation model for workingage populations should be conducted in the future in order to establish employment policies specificto cities and counties according to their characteristics.
