세계통상환경의 변화와 함께 자유무역협정(FTA: Free Trade Agreement)이 가속화되면서 수출기업들의FTA활용 능력의 중요성이 높아지고 있다. 관세 혜택을 위한 원산지 증명에 관한 작성 및 활용 능력이 중요해짐에 따라 정부에서는 중소수출제조기업들의 업무효율성을 증대시키고자 IT를 활용한 원산지관리시스템을개발하여 배포하고 있으며, 기업들은 이러한 시스템을 자체 개발하기도 한다. 국내 수출기업들에게 원산지제도관리 요인과 IT시스템의 활용 수준이 성과에 어떠한 영향을 미치는지에 대한 연구가 필요한 시점이다. 이에 따라, 본 연구는 국내 수출제조기업들의 원산지제도관리요인을 찾고 이러한 요인들이 IT를 활용한원산지관리시스템의 활용수준에 미치는 영향과 운영적 성과와의 관계를 파악하고자 한다. 국제원산지정보원과 각 지방 FTA활용지원센터와 상공회의소에서 주최하는 FTA 원산지 관련 교육에 참가한 기업들을 대상으로 설문조사를 실시하였고, 총 121부의 설문지에 대한 실증 분석을 통하여 다음과 같은 결과를 얻었다. 첫째, 원산지 규정 이해도는 원산지 관리 역량에 유의한 정(+)의 영향을 주었으며, 둘째 원산지 관리 역량은 IT시스템 활용수준에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 두 번째, IT시스템의 활용수준이 높을수록 긍정적인 운영성과를 가져오는 것이 밝혀졌다. 마지막으로, 원산지 규정 이해도는 운영적 성과에 긍정적인 영향을 미치나 성과에 대한 영향의 수준이 IT시스템 활용 수준이 더욱 높은 것으로 나타났다.
With changes in the global trade environment, free trade agreements have accelerated, raising the importance of exporters' ability to use FTAs. As the ability to prepare and utilize proof of origin for tariff benefits becomes important, the government develops and distributes the country of origin management system using IT to increase the work efficiency of small and medium-sized export manufacturing companies, and some companies develop their own systems. It is time for Korean exporters to find the factors of managing the country-of-origin system and how the level of use of IT systems affects their performance. Accordingly, this study seeks to find the country of origin system management factors of domestic export manufacturing companies and identify the effect these factors have on the utilization level of the country of origin management system using IT and the relationship with operational performance. The survey was conducted on companies participating in educational programs related to FTA support organizations and the results were obtained from the empirical analysis of 121 questionnaires. The results of this study as follows. First, understanding the country of origin regulations has had a significant positive effect on the country of origin management capacity, and secondly, the country of origin management capability has been shown to have a significant positive effect on IT system utilization level. Third, the higher the utilization level of the IT system, the more positive the operation was found to be. Finally, understanding of country of origin rules has a positive effect on operational performance, but the level of impact on performance has been shown to be higher in IT system utilization.
