지금 전 세계는 ‘인구 절벽 (Demographic Cliff)’이라는 깊은 늪에 빠져있다. 저출산(Low Fertility)의 인구학적 현상은 미래에 걸쳐 심각한 영향을 미침과 동시에 개개인의삶에 있어 기본 터전인 가족 또는 가구를 매개로 사회의 여러 영역에 크나큰 영향을 미칠 것으로 예상된다. 이에 우리나라는 저출산 및 고령화 추세로 인해 사회 구성원의 인구가 급격히 감소하는 ‘인구 절벽’의 위기 상황에 놓여 있다. 이러한 생산인구의 감소는 우리 사회 전반에 걸친 침체 현상을 가속화할 뿐만 아니라, 더 나아가 국가의 잠재 성장률하락이라는 매우 부정적인 결과를 가져올 수 있다. 현시점에서 우리나라보다 먼저 저출산율에 따른 인구 감소 문제에 직면한 유럽 연합의 최근 출산율 회복은 국가적 차원의 적절한 대응 대책과 전략적 정책 솔루션으로부터기인된 것으로 평가받고 있다. 이런 이유에서, EU의 향후 10년을 준비하기 위한 미래전략인 Europe 2020에 연계되어 추진된 ‘EU Horizon 2020, Work Programme 2018-2020’의 상세 분석과 주요 국가의 적용 사례를 통해 저출산 및 고령화라는 두 가지사회현상에 대응할 혁신적이고 지속 가능한 프로그램을 살펴보는 것은 우리에게 상당히깊은 의미를 부여하고 있다. 이에 본 연구는 EU Horizon 2020, ‘A strategic Policy Solution to Demographic Ageing’을 통해 유럽의 인구 절벽 위기에 대한 대책과 전략적 정책 솔루션에 대한 특징및 성과, 그리고 그에 따른 해결 정책을 분석하고, 특히 한국의 인구 절벽 문제 해결을위한 시사점을 제시할 것이다.
The world is in a deep swamp called ‘Demographic Cliff’. The demographic phenomenon of low fertility is expected to have a significant impact on some areas of society through the medium of families that are the basis of the individual's life, while having a serious impact over the future. Accordingly, Korea is on the verge of a population cliff where the population of social members rapidly decreases due to the trend of low fertility and aging. This decline in the production population not only accelerates the downturn phenomenon across our society, but can further lead to a very negative result in the nation's potential growth rate decline. At this point, the EU's recent recovery in fertility rates, faced the problem of population reduction due to the low fertility before Korea, is attributed to their appropriate countermeasures and strategic policy solutions. For this reason, looking at the innovative and sustainable programs to cope with two social phenomena of ‘Low fertility and Aging’, through the detailed analysis of 'EU Horizon 2020, Work Programme 2018-2020', has been developed by the Europe 2020 which is the EU's future strategy of preparing for the next decade, and the application cases of the EU's major countries, gives us a deeper meaning. In this study, EU Horizon 2020, ‘A static policy solution to Demographic Ageing’ will analyze the measures against the European demographic crisis, the characteristics and performance of strategic solutions, and the resulting policies, in particular the implications for solving the demographic problems in Korea.
