우리나라는 산지가 국토면적의 63.7%이상을 차지하고 있다. 산지의 조화로운 보전과 이용을 위하여 합리적인 산지관리가 필요하다. 산지관리법에서는 산지관리를 위하여 산지관리기본계획과 산지구분에 관한 규정을 두고 있다. 최근에는 인구의 증가, 산업화, 도시화, 고령화, 지방도시 소멸 등으로 산지에 대한 사회적 요구와 수요가 급격하게 변화하고 있다. 특히 도시의 광역화로 인하여 산지에 대한 도시개발 수요가 증대하고 하고 있다. 국민소득의 증가는 도시생활의 피로감을 해소하기 위하여 산림 속에서 휴식공간을 마련하는 요인이다. 현재 시점에서는 사회의 여건변화 속에서 산지이용의 유형 및 가치관이 변화하고 있다. 산지의 조화로운 이용･보전을 위한 거시적･생태적 관리가 매우 중요해지고 있다. 산지의 개발은 도시주변의 산지를 중심으로 신규개발의 수요가 지속적으로 증대하고 있다. 이는 무분별한 산지전용으로 산지의 난개발을 형성하게 된다. 산지의 난개발은 산림을 훼손하여 자연환경을 파괴한다. 사람의 생명과 재산에 막대한 피해를 주는 산사태는 기상의 변화, 폭염, 집중폭우 등으로 인한 원인이다. 그러나 더욱더 중요한 원인은 산지의 난개발로 인한 2차 피해라고 할 수 있다. 물론 산지의 개발은 경제발전을 위하여 필요하겠지만 최소한의 산지개발로 합리적인 산지개발이 필요하다. 현대사회의 여러 상황으로 인하여 우리 국민은 산지에 관한 가치관이 변화하고 있다. 변화하고 있는 사회여건 맞게 산지의 조화로운 이용 및 보전을 위한 산지관리가 매우 중요하다고 할 것이다. 이에 따라 현재와 미래를 위하여 산지관리계획과 산지구분에 대한 합리적인 기준을 마련하여 산지에 대한 난개발의 폐해를 줄이고 경제발전을 도모하고자 한다.
In Korea, mountainous district account for more than 63.7% of the national land area. Reasonable mountainous district management is necessary for harmonious conservation and utilization of mountainous district. The Mountainous Districts Management Act stipulates the Master Plans for Management of Mountainous Districts and the Classification of Mountainous Districts for the management of the mountain areas. In recent years, the social demands and demands for the mountainous areas are changing drastically due to population growth, industrialization, urbanization, aging, and disappearance of local cities. Especially, due to the urbanization of the city, demand of urban development for mountainous district is increasing. The increase of the national income is a factor for resting space in the forest to relieve the fatigue of city life. At the present time, the type and value of mountainous district are changing in accordance with changes in society. Macroscopic and ecological management for harmonious use and conservation of mountain areas is becoming very important. The demand for new development is continuously increasing in the development of mountainous district, mainly in mountainous district around the city. This is an indiscriminate mountain area, and it will form the unexplored mountain development. Undeveloped mountain areas destroy the natural environment by damaging the forests. Landslides, which cause enormous damage to people's lives and property, are caused by weather changes, heat waves, and heavy rain. However, the more important cause is the secondary damage caused by the over-exploitation of the mountain area. Of course, the development of mountain areas will be necessary for economic development, but it is necessary to develop reasonable mountain areas with minimum mountain development. Due to the various situations of modern society, the people are changing the values about the mountainous district. It is very important to manage the mountain area for harmonious use and conservation of the mountain area in accordance with changing social conditions. Therefore, for the present and the future, we plan to establish rational standards for mountain management plan and division of mountainous area to reduce the damage of mountain development and to promote economic development.
