오늘날 지구 곳곳에서 그릇된 성문화 현상이 야기되고 연일 성범죄가 발생하고 있다. 무분별한 성의 도구화와 대상화, 상품화와 우상화 현상이 이를 잘 대변하고, 가정, 학교, 직장 등 우리 사회 곳곳에서 발생하는 성폭력 범죄가 이를 단적으로 증명한다. 이런 까닭에 시의적절하고 올바르며 체계적인 성교육의 필요성과 중요성이 늘 제기되고 있다. 프란치스코 교황은 2016년 3월 19일 성요셉대축일에 가정의 사랑에 관한 세계주교대의원회의 후속 교황 권고 「사랑의 기쁨」(Amoris Laetitia)을 반포하였다. 이 문헌은 현대 가정의 어려움과 문제점에 주목할 뿐만 아니라, 성교육의 가벼움에 대해서도 문제점을 지적하면서 올바른 성교육의 필요성과 방향을 제시한다. 본고는 먼저 「사랑의 기쁨」이 진단하는 그릇된 성문화 현상과 성범죄 관련 문제 제기를 다루었고, 「사랑의 기쁨」이 제시한 청소년 성교육의 올바른 방향에 대해 살펴보았다. 또한, 이에 근거하여 여러 가지 비판에 직면한 국가 수준 「학교 성교육 표준안」의 의의를 살펴보고 그 과제를 모색하였다. 국가 수준 「학교 성교육 표준안」의 의의로는 교육부가 초등학교부터 고등학교까지 학습주기에 따른 삶의 단계별 「학교 성교육 표준안」을 제공했다는 점을 제시하였다. 내용에 수정 보완할 점이 있지만, 국가가 체계적인 학교 성교육을 시작했다는 사실 자체가 중요하다고 여겼기 때문이다. 국가 수준 「학교 성교육 표준안」의 과제로는 간호학, 보건학 뿐만 아니라 다양한 학문의 전문가들이 참여하고 협업하는 다학제화와 오늘의 어린이와 청소년들이 쉽게 알아들을 수 있고 공감할 수 있는 언어로 그 내용을 표현해야 하는 현대화의 필요성을 제시하였다. 또한, 기존에 성교육을 담당했던 보건교과서와 「학교 성교육 표준안」이 서로 다른 입장과 내용을 전달하므로 하나로 통합하거나, 아니면 적어도 성적 자기 결정권이나 성 소수자 문제 등 서로 상충하는 내용에 대해서는 상호 조정해 나가야 한다고 제안하였다. 청소년 성교육에서 중점적으로 다루어야 할 내용으로는 먼저 사랑과 상호 증여. 절제와 정결의 덕, 성 관련 대중매체에 대한 비판적 사고, 임신과 출산에 대한 긍정적인 태도를 제시하였다. 성행동과 성관계는 호기심, 성 충동, 분위기, 상대방의 원의 등에 좌우되지 않고 온전히 사랑과 상호 증여에 기반해야 한다는 사실을 교육하고, 성적 충동을 조절하고 성이 인격 안에 균형과 조화를 이루도록 하는 절제와 정결의 덕을 교육해야 한다고 강조하였다. 구체적이고 실제적인 교육을 통해 청소년들이 성 관련 대중매체에 대한 비판적인 사고를 길러 나가면서 사랑과 성에 대한 올바른 이해를 형성해갈 수 있도록 도와주어야 하고, ‘안전한 성관계’를 통한 ‘자기 보호’에 초점을 맞추면서 임신과 출산을 부정적으로 바라보게 하는 성교육이 아니라, 청소년들의 임신과 출산을 예방하면서도 사랑과 성에 대한 책임의식 안에서 청소년들이 임신과 출산에 대한 긍정적인 태도를 기를 수 있는 성교육을 시행해야 한다고 강조하였다. 이와 더불어 중점적으로 다루어야 할 내용으로, 남성성과 여성성, 의사소통의 방법, 참다운 성적 자기 결정권, 성 소수자 차별 금지, 다양한 가정 형태 등을 제시하였다. 모든 인간은 존엄하고 평등하기에, 성, 성별 지향성이나 정체성, 가정 형태에 따라 차별 받지 않아야 한다는 사실을 강조하는 청소년 성교육이 시급하다고 강조하였다. 무분별한 성의 도구화와 대상화, 상품화와 우상화 등 그릇된 성문화 현상이 야기되고 연일 성범죄가 발생하는 오늘날, 「사랑의 기쁨」(Amoris Laetitia)이 제시하듯이 긍정적이고 현명한 청소년 성교육이 마련되기를, 더 시의적절하고 더 많은 사람들이 공감할 수 있는 국가 수준 「학교 성교육 표준안」이 제시되기를 기원한다.

Today, there are false sexuality phenomena in every part of the globe. Sexual crimes are occurring every day. This is exemplified by instrumentalization, objectification, commercialization, and idolization phenomenon of indiscreet sex as well as sexual violence crimes that occur in our society such as home, school, and workplace. For this reason, timely, proper, and systematic sex education is necessary and important. On March 19, 2016, the Solemnity of Saint Joseph, the Pope Francis spread Amoris Laetitia post-sinodal apostolic exhortation on love in the family. This paper not only focuses on difficulties and problems of modern families, but also points out problems of the lightness of sex education and suggests the necessity and direction of positive and prudent sex education. First of all, this article deals with the phenomenon of false sexuality and sex crime diagnosed by Amoris Laetitia and examines the right direction of young people sex education presented by Amoris Laetitia. On the basis of this, I examined the significance of national level School sex education standard facing various criticisms and searched issues. The significance of national level School sex education standard suggests that the Ministry of Education has provided School sex education standard according to the life cycle from elementary school to high school. Although there are some points to be corrected and supplemented, the fact that the nation has started systematic school sex education is important. At national level, School sex education standard is obtained through multi-disciplinary collaboration. Not only experts in nursing science and health science, but also experts in various disciplines and those with expertise in new and appropriate language to express contents in a language that today’s children and adolescents can easily understand and sympathize. In addition, since Health textbooks and the School sex education standards used in the past provide different positions and contents, it is necessary to coordinate conflicting contents such as right of sexual self-determination and problem of sexual minority. I suggest that the first things to focus on young people’s sex education are love and mutual self-giving, modesty and chastity, critical thinking about mass media related sex, and positive attitude toward pregnancy and childbirth. It is important to teach young people that sexual behaviors and sexual intercourse should not be based on curiosity, sexual impulse, mood, or on the other side of the circle, but on the basis of complete love and mutual self-giving. It is also important to teach them the necessary virtue of modesty and chastity, to control sexual impulses, to have temperance and harmony in sexuality. Through concrete and practical education, it is necessary for young people to develop critical thinking about mass media related sex and help them form a right understanding of love and sex. They should not to focus on 'self-protection' through 'safe sex'. It is important to stress the need to implement sex education that allows young people to develop a positive attitude toward pregnancy and childbirth in a sense of responsibility for love and sex while preventing teenage pregnancy and childbirth, not sex education that negatively affects childbirth. In addition, contents that should be focused on are males and females, methods of communication, true sexual self-determination, sexual minority discrimination prohibition, and various forms of family. Young people’s sex education should emphasize the fact that all human beings should not be discriminated against because of dignity, equality, sex, orientation, identity, or family style. I believe that it is important to provide positive and prudent young people sex education, as suggested by Amoris Laetitia. Today, in the era of false sexuality phenomena such as instrumentalization and objectification of irreverent sexuality, commodification and idolization, and sexual crimes occurring each day, more timely and more appropriate national standard School sex education standard that can be shared by more people is needed.
