사이버위협은 개인의 단위뿐 아니라 국가적 단위로 확대되고 있다. 과학기술의 발달과 사이버 영역의 확대는 과거와 달리 광범위한 영역에서 상호이익을 창출하면서도 개인의 재산권 침해와 정보유출의 위협이 증가하고있고, 국가를 중심으로 국제적 수준의 위협으로 인식되기도 한다. 무엇보다도 국가안보의 관점에서 사이버 공간의 위협은 새로운 수준의 대응방안을 요구하고 있다. 한국은 IT 기술력을 바탕으로 높은 수준의 국제 경쟁력을 가진 것으로알려져 있으나, 사이버 공간의 확대와 접근 용이성, 보안 취약성, 행위자의불명확성 등으로 인해 국가적 차원의 사이버위협이 증가하고 있다. 최근청와대 국가안보실의 ‘국가사이버안보전략’ 발표는 사이버안보의 중요성을다시금 강조하는 계기가 되고 있다. 그러므로, 본 논문은 국가차원에서 진화하는 사이버 공간의 안보위협과 이에 대한 우리의 사이버 안보전략을 살펴보고, 향후 사이버위협을 통합적이며 효과적으로 방어하고 예방할 수 있는 국가 차원의 대응방안을 논의하고자 한다.
Cyber threats are spreading not only to individual units but also to national units. The development of science and technology and the expansion of the cyber domain are increasing threats of personal property rights infringement and information leakage while creating mutual benefits in a wide range of fields. Above all, the threat of cyberspace from a national security perspective calls for a new level of response. Korea is known to have a high level of international competitiveness based on its IT technology. However, cyber threats at the national level are increasing due to expansion of cyberspace, accessibility, security vulnerability, and uncertainty of actors. Recently, the announcement of the ‘National Cybersecurity Strategy’ from the National Security Office of the Cheong Wa Dae has been reemphasizing the importance of cybersecurity. Therefore, this paper would try to examine the security threats of the cyber space evolving at the national level and our cyber security strategies. In addition, this paper tries to discuss national countermeasures to prevent cyber threats in an integrated and effective manner.
