본 연구의 목적은 사회복지의 제도적 환경변화에 따른 원불교사회복지법인의 역할과 기능을 향상시키기 위한 방안을 모색하는데 있다. 이러한 연구의 목적을 달성하기 위하여 질적 연구방법을 채택하여 20명의 원불교사회복지법인산하 시설장 및 중간관리자를 대상으로 심층면접을 실시하여 원불교사회복지법인의 문제점에 대한 자료를 수집하고 분석하였다. 분석 결과, 원불교사회복지법인의 문제점은 법인분리의 문제, 조직관리의 문제, 인사관리의 문제, 법인전입금문제의 네 영역으로 도출되었다. 이 네 영역에서의 문제점을 한마디로요약하면 아마추어리즘의 문제였다. 아마추어리즘은 곧 비전문성의 문제를의미하는 것이다. 도출된 문제점을 바탕으로 네 가지 영역에서 원불교사회복지법인의 역할과 기능의 향상 방안으로 첫째, 교구장과 사회복지법인 이사장의 겸직 분리, 둘째, 시설장의 전문적이고, 민주적이며 책임성 있는 조직운영, 셋째, 합리적이고 검증된 인사관리시스템의 구축, 넷째, 사회복지법인의 재원마련 방안 모색 등을 제시하였다. 본 연구의 결과가 사회복지의 제도적 환경변화에 따른 원불교사회복지법인의 변화와 혁신을 가져오는 데 도움이 되길기대해 본다.
The purpose of this study is to seek methods to enhance roles and functions of Won- Buddhism Social Welfare Corporation resulted by systematic changes in environment of social welfare programs. In order to achieve this purpose qualitative study method was chosen and collected and analyzed problems of Won-Buddhism Social Welfare Corporation by thorough interviews with 20 individuals of representatives and managers of the institutes. As a result, the problems of Won-Buddhism Social Welfare Corporations appeared in four different domains, problems in separation of institutes, in management of organizations, in management of human resources, in budget deposits to institutes. To summarize the problems in the four different domains in one word, it was a problem of amateurism. Amateurism signifies a problem of unprofessional characters. Based on the problems appeared, the four methods to enhance roles and functions of Won-Buddhism Social Welfare Corporations were suggested. The first was a separation of a position in the head of regions and the representative of a Social Welfare Corporation, the second, democratic and responsible operation of the organizations, the third, establishment of reasonable and verified human resources management system, the fourth, seeking a method to accumulate operation budgets. The result of this study could help bringing changes and reforms of Won- Buddhism Social Welfare Corporations resulted by systematic changes in environment of social welfare programs.
