1970년대 영화계의 불황은 1970년대 영화사의 결론이자 알리바이였다. 영화의 질적 수준에 있어서나 영화연구에서의 배제에 있어서나 1970년대 영화계의 불황은 그 시대의 영화사를 빈약하게 만드는 데에 중요한 원인이었다. 특히 1970년대의 영화검열은 이 불황에 일조하는 데에 큰 역할을 한 것으로 간주되면서 영화예술의 성장을 막는 반대급부로서의 위치를 공고히 했다. 그러나 영화를 ‘산업’의 측면에서 본다면 1970년대의 불황은 결과가 아닌 원인이 되기에 영화계에 대한 관점도 국가와 영화산업 간의 관계도 재정립 할 수 있다. 이때에 불황을 타개하기 위한 영화계의 수많은 노력뿐만 아니라 이미 지출된 제작비를 최대한 보장할 수 있는 범위에서 이루어졌던 국가검열의 특징이 발견되기 때문이다. 이는 특히 표절의 영역에서 두드러졌다. 당대 저작권에 대한 인식은 경제적 손해를 감수하고라도 국가적 위상을 택할 것인가의 문제와 맞닿아 있는 것이었고, 국가도 영화계도 모두 후자를 포기함으로서 전자를 피하려 했다. 이처럼 미비한 저작권 인식은 표절로 이어졌고, 국가는 검열의 과정 중 표절임을 알았음에도 영화적 성취를 바탕으로 혹은 흥행의 보장을 이유로 이 영화들을 허용한다. 즉, 불황의 타개라는 같은 방향을 향하고 있던 영화계와 국가는 적절한 공모를 꾀했다고 할 수 있다.
The recession in the film world in the 1970s was a conclusion and alibi in the film history of the 1970s. In terms of exclusion in film studies as well as the qualitative level of films, the recession of the film world in the 1970s was a major cause that impoverished the film history of the times. Especially, film censorship in the 1970s consolidated its dominating position as a trade-off blocking the growth of film art as it was considered to have played a big role in contributing to the recession. However, from an ‘industrial’ aspect of films, the recession in the 1970s was not a cause but a result. Thus, the view of the film world can also reestablish the relationship between the state and the film industry. This is because, at this time, there has been much effort in the film world to overcome the recession at the time, and that the characteristics of the state censorship could be found, which was conducted within the range in which the production costs already spent could be guaranteed to the maximum. It was remarkable, especially in the area of plagiarism. The awareness of copyright of the times was in line with the issue of choosing the national status in spite of the economic loss, and both the state and the film world would avoid the former by giving up the latter. Like this, the poor awareness of copyright led to plagiarism, and the state accepted these films based on cinematic achievement or for the guarantee of a box office hit although it knew that they were plagiarized during the process of censorship. In other words, it is noted that the film world and the state, which were headed in the same direction, the overcoming of the recession, attempted a proper conspiracy.
