최근 미국과 중국은 세계 패권을 놓고 전(全)방위로 충돌 중이다. 특히 경제･군사 대국으로 굴기(屈起)하려는 중국과 이를 막으려는 미국이 격렬히 대치하고 있다. 양국이 군사력으로 해양패권경쟁을 놓고 싸우는 곳은 대만해협, 동중국해, 남중국해이다. 본 논문의 목적은 국가 간의 위기 상황에서 군사력 운용을 고찰하고, 중국이 과거 대만해협 위기에서 얻은 교훈을 토대로 미국에 대응하는 군사전략과 군사력을 어떻게 발전시켰는지를 분석하는 것이다. 그 결과 중국은 대만해협 위기를 통해 내린 교훈과 군사전략은 다음과 같다. 첫째, 중국은 미군이 서태평양에 진입하는 것을 막고 A2/AD 전략 수행능력을 강화하고 있다. 둘째, 중국은 미래 대만 해협 위기 시 미국의 개입을 막기 위한 대응전략과 수단을 강화 중이다. 셋째, 중국은 남중국해 분쟁 시 미국의 신속한 개입을 차단하기 위해 노력하고 있다. 중국은 1958년 대만해협 위기관리 교훈이 21세기 미국에 대응할 수 있는 군사전략과 수단을 깨닫게 해주는 계기가 되었다. 향후 미국과 중국의 역내 해양패권경쟁은 한국의 서해로 확장 될 가능성이 있다. 따라서 대한 해협에 위기가 봉착한다면, 한국은 효과적으로 대응할 수 있는 군사전략과 수단을 지속적으로 발전시켜야 한다.
Recently, the United States and China are in full conflict for global hegemonic competition. In particular, China, which is seeking to become an economic and military power, and the United States, which is trying to prevent it, are violently confronted in the Taiwan Strait, the East China Sea, and the South China Sea where the two countries fight for the maritime hegemony competition. The purpose of this paper is to examines the theory of the utility of military forces(naval forces) during crisis management and analyze how China developed military strategy and forces against the United States on the basis of lessons learned during the Taiwan Crisis in 1958. The conclusions drawn from this paper are as follows. First, China is strengthening its A2 / AD strategy to prevent US troops from entering the western Pacific. Second, China is strengthening its response strategies and measures to prevent US intervention in future Taiwan Strait crises. Third, China is striving to prevent the rapid intervention of the United States in the dispute of the South China Sea. In conclusion, the 1958 Taiwan Strait Crisis has become an opportunity for China to develop strategies and measures to cope with the US in the 21st century. It is highly likely that the hegemonic rivalry between the US and China will expand into the Korea’s West Sea. Thus, Republic of Korea should continuously develop strategies and measures to respond effectively.
