최근 사회서비스에 대한 관심은 많지만 실제 사회서비스 이용자들이 서비스 이용하기 전보다 이용 후 서비스 만족도 및 효과성에 대한 실증적 연구는 그리 많지 않은 실정이다. 이에 본 연구는 사회서비스 정책의 효과를 검증하기 위해 경상남도 일개 군지역에서 ‘지역사회서비스 투자사업’의 일환으로 실시된 ‘건강 100세 행복한 농촌 마을 만들기’ 사업에 참여한 65세 이상 노인 186명을 대상으로 서비스에 대한 만족도와 서비스 제공 전･후의 삶의 질과 우울정도를 비교하였다. 연구결과 서비스 제공 후 이용자 만족도는 매우 높은 것으로 나타났으며, 삶의 질은 향상되고 우울정도는 전반적으로 하락한 것으로 나타났다. 즉 서비스 제공에 대한 만족도가 높고 삶의 질과 우울정도가 전반적으로 긍정적인 결과로 나타나, 지방정부의 지역사회서비스 투자사업 제공에 대한 효과는 큰 것으로 나타났다. 따라서 이러한 연구결과에 기초하여, 오늘날 초고령화 사회로 나아가고 있는 현실에서 지방정부는 농촌노인들의 삶의 질 향상과 우울을 개선하기 위해 지역의 실정에 맞는 지역사회서비스 투자사업을 더 많이 발굴하고 개발하여야 하며, 종국적으로는 모든 국민들의 인간다운 생활 보장과 삶의 질이 향상되는 사회서비스 제공이 될 수 있도록 끊임없는 노력을 해주길 기대한다.
The purpose of this study is to verify the effect of the social service for the elderly. In this study the difference in the quality of life and the degree of depression of the elderly between before and after the participation of the program was compared. The program was one of the community social service investment to promote the healthy and happy 100 year old life of the rural elderly. 186 people who were over 65 were participated in the study. In general the quality of life of the elderly was improved and the degree of depression was decreased. The elderly showed high degree of satisfaction of the project. So, this study concluded that the local community social service investment project brought positive effect. Based on this study, the government makes more effort to develops the community social service investment what the community needs to improve the quality of life of the local elderly.
