본 연구는 마르셀 프라츠셔(Marcel Fratzscher)의 '독일의 환상'중 두 번째 환상-‘유로화와 유럽 경제 위기’, 세 번째 환상-‘독일은 유럽의 희생양인가 비용분담자인가?’, 그리고‘타겟시스템과 독일경제’ 에 대한 독일의 입장과 핵심쟁점을 요약, 정리한다. 본 연구는 통합경제에 대한 저자의 주요 논점을 비판적으로 고찰하고, 본서에서 제기한 유로화 도입과 유럽통합의 진전에 따른 독일의 위험분담과 통제 문제를 실제 자료를 이용하여 분석하였다. 저자는 유럽은 유로화 도입으로 상당한 긍정적 효과를 거두었고, 유로화가 유럽위기의 원인이아닐 뿐 아니라 유로화 때문에 유럽위기가 해결되기 어려운 것이 아니며, 유로화로부터 벗어나는 것이 위기극복의 해법이 아니라고 진단한다. 또한, 대부분의 유럽 국가들은 독일이 경제위기에 상당 부분 책임이 있다고 주장하나 정작 독일은 스스로를 이웃 국가들의 잘못된경제정책의 속죄양(scapegoat)으로 희생당하고 있다고 생각하고 있다. 하지만 프라츠셔 소장은 독일이 유럽 내 제도 변화에 주된 역할을 수행하고 적극적인 행보를 보일 때 독일은 EU 내 단순한 경제적인 강자에서 정치적 리더십을 지닌 업그레이드된 위상을 누릴 수 있을것이라고 진단한다. 한편, 유로화와 유럽통합을 비판하는 사람들은 국가 간 금융연결고리가강화되면서 독일의 위험분담이 높아졌다는 것을 지적한다. 하지만 프라츠셔 소장는 오히려TARGET2 결제시스템을 통해 위험분담과 위험통제가 이루어진 결과 독일이 얻은 경제적혜택은 더 높으며, TARGET2 결제시스템은 불황을 겪는 국가들의 유동성 문제를 감소시키고 경제구조개혁을 적응시키는데 도움을 주었다고 주장하고 있다. 본 연구는 이러한 논의들을 바탕으로 유럽통합에 대한 독일의 역할과 지속가능성을 가늠해 보고 그 시사점을 도출한다.
This article reviews a stance of Germany on the second illusion-‘Crisis of Euro and Europe economy’, the third illusion-‘Is Germany a scapegoat or a risk sharer of Europe?’, and ‘TARGET2 system and German economy’ of Marcel Fratzscher’s Die Deutschland-Illusion. First, we summarize the main argument of the author on economic integration and the role of Euro in the euro system. Then, the risk sharing problem of Germany, which is accompanied by the European integration, is evaluated with real data. Marcel Fratzscher views that Europe results in a positive effect from the entry of Euro and Euro is not a cause of the Europe crisis. Furthermore, the author evaluates that escaping from Euro is not a solution to overcome a crisis. Most of Europe’s countries argue that Germany is largely responsible of economic crisis. Germany, however, regards themselves as a scapegoat of a misleading economic policy. In addition, Marcel Fratzscher concludes that TARGET 2 settlement system gives Germany economic benefits through risk sharing and risk control. Based on these various arguments of Marcel Fratzscher’, this study examines the role of Germany in the process of economic integration and the sustainability for economic growth.
