본 연구에서는 2015 개정 교육과정에 따른 학업성취도 평가‘통합사회’의 3차원(영역, 역량, 맥락) 평가틀을 마련하고, 새 평가틀과 함께‘통합사회’의 평가준거 성취기준을 준용한 학업성취도 평가 성취기준을 기반으로 문항을 출제하였다. 평가틀의 적합성을 검증하기 위해 사회과교육 전문가 집단에게 설문 조사를 실시한 결과, 평가틀이 2015 개정 교육과정의 교과역량이 반영된 성취기준을 평가하고 평가 도구를 개발하는데 대체로 적절(3.95~4.35)하다고 응답하였다.‘통합사회’의 평가틀 마련과 문항 출제 과정에서 다음과 같은 시사점을 얻을 수 있었다. 첫째, 사회과의 교과역량이 학교급, 과목에 따라 다르게 설정되어 있어 일관된 평가 틀을 마련하는 데 어려움이 있었다. 둘째, 문항이‘통합사회’의 성취기준을 평가하는 데 적합하더라도 통합적 성격을 지녔다고 보기에는 한계가 있었다. 셋째, 각 성취기준에 대해 지리, 일반사회, 윤리, 역사 영역의 해석이 서로 달리 나타나는 측면이 있었다. 넷째, 교육과정의 성취기준을 충족하는 문항이 반드시 교과역량을 잘 반영하고 있다고 판단할 수 없었다. 마지막으로 각 맥락의 차별적 적용에 어려움이 있었다. 이러한 고민과 탐색이 2015 개정 사회과 교육과정의‘통합사회’안착에 기여할 수 있을 것으로 기대한다.
Summary: This study proposed a new assessment framework for the National Assessment of Educational Achievement (hereafter NAEA) by analyzing national curriculum documents and prior studies. Based on the assessment framework and NAEA achievement standards, sample items for assessing competencies of ‘Integrated Social Studies’ were developed. In order to verify the appropriateness of the framework, a questionnaire survey was conducted for social studies specialist group. As a result, it was found that the framework was generally appropriate (3.95~4.35) for evaluating achievement standards and developing assessment instrument. Major discussions are as follows. First, competencies of Social Studies differed from each other according to subjects. This caused difficulties in developing common assessment framework. Second, although items are suitable for evaluating achievement standards, there is a limitation to assess its integrated characteristic. Third, there are different interpretations for each achievement standard in geography, general society, ethics, and historical area. Fourth, whether items satisfying achievement standards could reflect competencies of ‘Integrated Social Studies’ could not be decided. Lastly, there was difficulty in discriminative application of each context. It is expected that these consideration will contribute to the stabilization of ‘Integrated Social Studies’ in 2015 Revised Social Studies Curriculum.
