This article develops game-theoretic models of government formation and policymaking in semi-presidential democracies in order to study whether semi-presidential constitutions induce consensual policymaking. Two bargaining games are built to model political processes in premier-presidential systems and president-parliamentary systems. The analysis focuses on equilibria in which the government maintains its confidence in the parliament. The model predicts that, when agents are sufficiently patient, policymaking in president-parliamentary systems is more consensual than that in premier-presidential systems.
