본 연구는 한국과 유엔인구기금(UNFPA)의 북한 인구조사 지원이 한반도 통일 과정 및 통일 후 남북한 경제·사회·정치·문화적 통합을 위한 연구 및 정책 개발에 중요한 자료를 제공해준다는 점에서 UNFPA을 통한 대북지원 관여의 필요성을 주장한다. 인구조사는 모든 국가발전 전략의 기초적인 자료를 제공해준다는 점에서 대단히 중요하다. 하지만 북한을 포함한 많은 저개발국에서 국제적 기준에 맞는 현대식 인구조사의 기술과 재원이 부족하여 정확한 인구통계를 내는데 어려움을 겪고 있다. 더욱이 북한과 같이 사회주의 체제를 가진 나라에서 인구 데이터를 포함한 각종 통계자료는 정치적인 고려에 의해 선전용으로 왜곡되거나 은폐되는 경우가 많다. 독일 통일 사례는 동독 지역에 대한 인구사회학적 데이터의 부족이 결과적으로 통일비용의 부담을 가중시켰음을 보여준다. 따라서 효과적으로 통일을 준비하고 통일 이후 신속하고 효율적으로 통합된 민주주의 국가를 건설하기 위해서는 국제기준에 부합하는 정확하고 최신의 북한 자료를 수집하고 축적 및 관리하는 것이 매우 중요하다. 그런 측면에서 UNFPA를 포함한 국제사회가 북한에서 인구조사를 지원하는 것은 한국에게 좋은 기회가 될 수 있다.
North Korea’s population and housing census supported by South Korea and the UNFPA could be utilized as basic materials for the research and policy making for economic, social, political, and cultural integration between the two Koreas. Every country recognizes that national census is the base of all development plans. Many underdeveloped countries including North Korea, however, have difficulties in conducting national census due to lack of funds and advanced technology. Furthermore, in countries under the socialist system, such as North Korea, basic statistics including demographic data are often distorted and concealed according to their political consideration and propaganda. As seen in the case of German unification, the costs of unification could dramatically increase because of lack of adequate sociodemographic data. Therefore, it is necessary to gather, update, and manage North Korea’s recent demographic data generated by universal methods in order to effectively prepare the unification and efficiently build a unified democratic country in the future. From this perspective, supporting the census in North Korea through the UNFPA will be a good opportunity for us to do so.
