이 글의 목적은 미래 한반도 평화체제가 수립된 상태에서, 한미동맹의 구조와 연합방위체제를 어떻게 설계할 것인가를 논의하는데 있다. 우선 역대 한국 정부의 평화체제 구상이 갖는 의미와 문제의 공통분모를 살펴보고 한반도 비핵화와 평화체제를 이룬 미래 한반도의 군사적 안정성과 주변의 전략 상황을 예상해 봐야 할 것이다. 대한민국의 국가안보전략의 목표는 남북한의 공존요소를 극대화하고 갈등요소를 최소화하여 한반도는 물론 주변의 평화와 안정을 유지하면서 적정 시기에 통일을 이루도록 설정해야 할 것이다. 이에 따른 군사전략은 ‘유연한 억제 및 방위전략’ 개념을 정립하여 질적 우위의 역량으로 힘의 균형을 추구하는데 역점을 두어야 할 것이다. 한미동맹관계는 1953년 군사동맹에서 출발하여 지금까지 정치·경제·정보·문화 분야로 확장된 ‘포괄적 전략동맹관계’로 진화되어 왔다. 미래에도 한미 양국은 한반도를 넘어 동아시아 지역과 세계의 평화와 안정에 기여하는 파트너십을 발전시켜 나가야 할 것이다. 이러한 거시적 관점에서 한미동맹구조와 연합방위태세의 미래에 관해 한미협력의 메커니즘의 최적화, 한미연합지휘관계의 전환, 주한미군과 유엔사의 지위와 역할 조정, 핵 공유체제 발전 등의 의제를 중심으로 최적의 설계 방안을 모색할 필요가 있다.
The purpose of this presentation is to discuss the possible design of the ROK-U.S. Alliance structure and the combined defense system in the post-establishment of the peace regime on the Korean Peninsula. First, the implication and meaning of the past Korean administrations' peace regime and the issues' common denominator shall be observed, as well as the anticipation of military stability in the Korean Peninsula and the surrounding strategic situation in the post-denuclearized peace regime scenario. Republic of Korea's national security strategy objective should be set up to maximize the two Koreas' coexistence factors, minimize conflicts, maintain peace and stability on the Peninsula and neighboring countries, whilst obtaining reunification in a timely manner. The military strategy that follows should focus on establishing the concept of 'flexible deterrence and defense strategy' and pursue the balance of power by having qualitative superiority. The ROK-U.S. Alliance began in 1953 as a military alliance and later has evolved as a 'comprehensive strategic alliance partnership' which expanded in the field of politics, economy, information and culture. The future of the ROK and the U.S. relationship should develop in a way that goes beyond the Peninsula and contribute to the peace and stability in East Asia and the world. In this macro perspective, there is a need to explore the best design centering around the agenda of optimal ROK-U.S. cooperative mechanism, transition of the combined command relationship, adjustment of USFK and UNC roles and stature, and improving the nuclear sharing system, etc. on the future Alliance structure and the combined defense system.
