제정러시아는 19세기말 다롄을 조차하였다가 러일전쟁에서 패전한 후 그 권리를 일본에 넘겨주었다. 그러나 제2차 세계대전이 종결되면서 소련은 뤼순과 다롄에서의 이권을 회복하였다. 본고는 소련이 이권을 회복하는 과정과 그로 인한 결과를 살펴보았다. 소련의 역할을 중시한 미국은 소련의 요구를 수락하여 소련의 대일전 참전 대가로서 다롄을 국제자유항으로 사용하되 소련에게는 ‘우세한 권익’을 보장하기로 하였고, 뤼순을 소련의 해군기지로 임대하기로 하였다. 이러한 내용을 미국은 얄타협정으로 약속하였고, 중국은 『중소우호동맹조약』을 체결하여 승인하였다. 소련군이 뤼순·다롄 지역에 진주하여 관동군의 항복은 받은 후 40여 일 동안, 소련군은 지역의 치안유지에 국민당 세력과 치안유지회의 협조를 받았고, 그들의 활동을 허락했다. 이것은 중공인사들이 들어오기 전의 일이다. 공식적으로 소련이 『중소우호동맹조약』을 체결하면서 국민정부와 약속한 가장 중요한 사항은 ‘중국의 내정에 간섭하지 않고 국민정부를 지원하되 중공은 지지하지 않는다’는 것이었다. 그러나 중공은 적어도 소련군이 방임적인 태도를 보인다면 만주에서의 활동이 가능할 것이라고 기대했다. 그래서 중공은 뤼순· 다롄으로 들어가면서 소련이 선점한 다롄의 건설에 적극적으로 참여하여 해방구를 지원하는 물적 인적 자원의 근거지로 만들려고 하였다. 이러한 목표는 단지 소련군의 비공식적인 지원 속에 당, 정조직을 건립하고 또한 경찰조직을 통한 병력 확대로 실현해 나갈 수 있었다. 무엇보다도 소련군이 비밀리에 넘겨준 과거 관동군의 무기들은 뤼순·다롄의 현지 병력 뿐 아니라 타 지역의 무장에 활용되기도 하였다. 결과적으로 중공의 비공식적 활동은 공식적인 조약의 그늘에서 행해지 것으로 소련정부와 하층부 실무자들은 주어진 공식적 위치를 적절히 활용하면서 이념적으로 친근한 중공의 성장을 도울 수 있었다. 소련이 대일전 참전 대가로 뤼순과 다롄을 조차한 특수한 상황이 소련의 이익 뿐 아니라 중공의 뤼순·다롄의 선점에 기여하였고, 멀리는 중공의 동북근거지를 건립하는데 전초기지적인 역할을 하였다고 볼 수 있다.
The Russian Empire (or Imperial Russia) leased Dalian (大連) in the late 19th century, and handed over the sovereignty to Japan after losing the Russo-Japanese War. However, as World War II ended, the Soviet Union regained its rights over Lushun (旅順) and Dalian. This study examined the process in which the Soviet Union regained its rights and the consequences. Having valued the role of the Soviet Union, the United States acceded to the Soviet Union’s request to guarantee their ‘superior interests’ in Dalian in return for its participation in war against Japan, while using it as a free trade port, and decided to lease Lushun to the Soviet Union to use as a naval base. This was agreed by the United States at the Yalta Conference, and approved by China through the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance. For over 40 days after the Soviet Union entered Lushun and Dalian and induced the Japanese Kwantung army’s surrender, the Soviet army was aided by the Kuomintang of China(KMT, Chinese Nationalist Party) and the Peace Maintenance Committee (PMC, Zhian weichihui) in maintaining public order, and permitted their activities. This was before the entry of the Chinese communists. Officially, the most important promise that the Soviet Union made with the Nationalist government by signing the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance was ‘not to intervene in the domestic affairs of China, support the Nationalist government, and not stand by the Chinese Communist Party.’ However, the Chinese Communist Party expected that they would be able to do something in Manchuria if the Soviet army adhered to non-interference. Thus, the Chinese Communist Party tried to turn Lushun and Dalian into a base for material and human resources to support the areas under their control by actively participating in the construction of Dalian occupied by the Soviet Union. This goal could be achieved by establishing political party and government organizations with the Soviet Union’s unofficial support and reinforcing troops through the police organization. Above all, the weapons of the Japanese Kwantung army in the past, secretly handed over to them by the Soviet Union, were used not only for the local troops in Lushun and Dalian but also for arming in other regions as well. As a result, the unofficial activities of the Chinese Communist Party were carried out in the shadow of the official treaty, and the Government of the Soviet Union and working-level officials could help the growth of the Chinese Communist Party that was ideologically familiar to them while taking advantage of the official position given to them. The special circumstance in which the Soviet Union had leased Lushun and Dalian in return for participating in the war against Japan contributed to not only the Soviet Union’s benefits but also the Chinese Communist Party’s prior occupancy of Lushun and Dalian. Also, this served as the outpost for establishing the Chinese Communist Party’s base in the northeast in the long run.
