본 연구의 목적은 2010년부터 드림스타트 사업을 수행한 경기도 G시를 대상으로 드림스타트 사업의 성과, 성공요인 및 한계를 살펴보는 것이다. 이를 위해 해당지역 드림스타트 사업의 아동통합사례관리사와 사업대상 아동의 양육자, 아동복지기관협의체 위원을 연구참여자로 선정하여 초점집단 인터뷰(F.G.I.)를 진행하였다. G시 드림스타트 사업의 성과, 성공요인 및 한계에 대한 다양한 이해관계 집단의 견해를 취합하고 분석함으로써 사업에대한 총체적 이해를 도모하였다. 자료분석 결과 세 가지 상위 주제를 도출할 수 있었다. 첫째, 전반적 드림스타트 사업성과와 관련한 상위주제는 ‘삶에 대한 희망과 꿈을 찾아준 드림스타트’였고, 둘째, 드림스타트 사업 성공요인에 대한 상위주제는 ‘모든 구성원의 적극적 참여와 협력’이었다. 마지막으로, 드림스타트 사업의 한계를 나타내는 상위주제로는 ‘지속적이고 질높은 서비스 제공을 어렵게 하는 관리체계’가 도출되었다. 논의 및 결론에서는 분석한 결과에 기초하여 드림스타트 사업을 위한 실천적 및 정책적 개선방안에 대해 제언하였다.
The purpose of this study was to examine the performance, success factors, and limitations of the Dream-Start program that G-City, in Gyeonggi-do, Korea launched in 2010. The focus group interview was selected as the research method. Participants were the case managers of the Dream-Start program, the parents of the service’s target children, and the members of the G-City Council of Child Welfare Organizations. After collecting the data, the views of the three stakeholder groups on the performance, success factors, and limitations of the Dream-Start program were analyzed. Based on the findings, we have reached a holistic understanding of the program. With regard to the performance of the Dream-Start program, the theme was,”The program leading children and families to have hopes and dreams for the future. “In terms of the success factors, the theme was,”Active participation and cooperation of all stakeholders in G-city’s Dream-Start program. “The theme in relation to program limitations was, ‘’Inefficient administrative system keeping the Dream Start program from providing high-quality services. In conclusion, several suggestions were presented for social welfare policy and practice focusing on the Dream-Start programs in Korea.
