북한의 비핵화는 동북아의 안전과 평화에 직결될 뿐만 아니라 패권경쟁과 세력균형에도 영향을 미치는 중요한 이슈라고 볼 수 있다. 그러나 비핵화가 실현 가능한 이슈인가에 대한 의문은 여전히 과제로 남아 있다. 비핵화가 진행되지 못한 이유를 적시하면 첫째, 비핵화에 대한 정의가 모호하고 둘째, 북미 모두 비핵화에 대한 의지가 없고 셋째, 비핵화에 대한 딜레마가 존재하고 있고 넷째, 비핵화의 대가로 제시하는 조건에 형평성이 존재하지 않는다고 볼 수 있다. 북미간의 정상회담을 통해 비핵화에 대한 조율이 이루어지겠지만 현재로서는 긍정보다는 부정적인 측면이 지배적이라는 시각이다. 다시 말해서 미국은 미국우선주의에 입각해서 한국을 고려하지 않고 자국의 안전만을 고려하는 수준에서 북한의 핵 보유를 인정할 가능성도 배제할 수 없다는 시각이다. 본 논문에서는 먼저, 연구의 범위와 한계를 설정하고 북핵이 가지고 있는 함의를 분석한 다음, 비핵화에 대한 딜레마를 적시하고, 마지막으로 북핵의 현황과 과제를 분석한 후 전망과 방향을 제시하고자 한다.
North Korea's denuclearization is directly linked to the security and peace of Northeast Asia and It is also an issue that affects hegemony competition and balance of power. However, there is a question of whether denuclearization is a feasible issue. The reasons for the failure to pursue denuclearization are as follows: First, the definition of denuclearization is ambiguous. Second, there is no will for denuclearization. Third, there is a dilemma about denuclearization. Fourth, there is no equity in terms of the denuclearization. North Korea - The U.S. Summit will conclude the denuclearization, but in the current situation, the negative side is stronger than the positive side. In other words, the U.S. could accept North Korea's nuclear possession, considering only the U.S. security without considering South Korea under the American First. In this paper, we first set the scope and limitations of the study, analyze the implications of North Korea's nuclear program, point out the dilemma for denuclearization, and finally analyze the status and task of North Korea's nuclear program and present the prospects and directions.
