본 연구는 주민자치센터 프로그램에 대한 운영 성과와 평가에 대한 검토가 필요하다는 문제의식을 바탕으로 수행한 문헌연구로서 전국 주민자치센터 프로그램 우수사례를 선정하고 이를 벤치마킹하여 제주지역 읍･면･동 주민자치센터 프로그램 구성과 운영에 대한 개선･발전방안을 마련하는데 그 목적이 있다. 이를 위하여 제주지역 및 전국 주민자치센터 프로그램 운영 현황과 우수사례 조사 및 분석을 토대로 주민자치센터 프로그램의 문제점을 검토하고, 프로그램 설계에 필요한 전문성 확보, 지역특성 프로그램, 운영시간 연장, 타당한 평가기준 마련 등 향후 발전방안을 모색하였다. 정책적 제언으로는 체계적인 홍보와 주민참여의 전략적 개발, 주민자치센터 프로그램의 다양한 운영의 필요성, 주민자치센터 프로그램에 대한 컨설팅센터 설치를 제시하였다.
This study was conducted based on the awareness of the need for review of the operational performance and evaluation of the community center programs. The purpose of this study is to select an excellent example of the nationwide community center programs and benchmark them in order to develop further improved plans for the formation and operation of the community center programs suitable for Eup/Myeon/Dong administrational units in Jeju Special Autonomy Province. To this end, the problems of the community center programs are reviewed based on the operation status of community center programs in the whole country as well as Jeju, and on analyzing the best practices, to find the way for the improvement such as securing the expertise in program design, developing regional specific programs, extending operation hours, preparing appropriate assessment criteria. Policy suggestions include systematic public relations, strategic development of residents’ participation, necessity of various management of community center programs, and the establishment of consulting center for residents’ autonomy programs. The policy proposal suggested systematic promotion and strategic development of residents’ participation, the need for diverse operations of the community center program, and the establishment of a consulting center for the community center program.
