본 논문은 국가 간 무역협정의 목적이 교역조건 효과의 내재화에 있다는 교역조건 이론에 대한 분야별 복수국간 협정에서의 실증적 근거를 제시한다. 이를 위해 2016년 발효된 WTO 정보기술협정(ITA) 확대협상 결과자료를 활용하여, 사회후생함수에서 정책결정자가 생산자에 대한 후생 가중치를 두는 경우 산업별로 상이한 후생 가중치 수준에 따라 교역조건 효과 내재화가 어떻게 발현되는지를 집중적으로 살펴본다.
This paper provides empirical findings for the terms of trade theory in the context of sectoral plurilateral trade agreements. In order to achieve this, I use WTO ITA (Information Technology Agreement) expansion negotiation outcomes and show whether pre-negotiated import value is proportionally related to tariff cuts. To highlight the theory’s political economy aspect especially, I focus on how such relationship varies depending on each sector’s trade share among negotiated outcome as a proxy of how much a policy maker puts its welfare weights on the sector producer.
