경찰공무원의 적법한 직무권한은 엄정하게 집행되어야 한다. 경찰공권력은 치안질서를 유지하는 근본이기 때문이다. 그런데 한국에서 경찰권이 집행되는 여건과 수준은 회의적이지 않을 수 없다. 경찰관들은 법규 또는 질서위반자들로부터 심각한 수준의 항거와 무분별하고 부당한 불응으로 인하여 적법한 직무집행에 심각한 방해를 받고 있다. 정당한 공권력에 대해 저항하는 사회적 분위기는 경찰공권력의 권위를 저하시키는 부작용을 야기하게 된다. 저하된 경찰공권력은 시민들에게 불안감을 가중하는 요인이 될 수 있을 것이다. 본 연구는 경찰공권력에 대한 인식이 시민들의 범죄안전감에 대한 영향력을 분석하려는 목적에서 수행하였다. 연구결과는 다음과 같다. 첫째, 국민들이 인식하는 기초질서 준수와 공권력 존중은 평균보다 낮았다. 경찰공권력 침해자에 대한 법적처벌의 적정성도 평균에 비하여 낮게 나타났다. 둘째, 경찰공권력에 대한 인식에서 세대 간 차이가 나타났다. 상대적으로 낮은 연령층에서 경찰공권력 경시풍조에 대한 인식이 높았고 경찰의 범죄대응 만족도가 낮은 것으로 나타났다. 성별에 따른 경찰공권력 인식의 차이는 없었다. 셋째, 범죄안전감에 미치는 영향요인은 경찰의 범죄대응에 대한 만족도(p<.001), 국민의 기초질서 준수에 대한 인식( p<.001), 경찰공권력의 침해의 심각성인식(p<.05) 순서로 나타났다.
Police officers must perform their duties legally and strictly. Because police power is the basis for maintaining order. However, the situation of policing in Korea is different from the expecting role of modern nation police. Field police officers are suffering from the performance of their duties due to serious violence against the law or order violators. The neglect of police power can create various problems. The purpose of this study is to analyze the effect of perception of police power on the crime safety of citizens. The results of the study are summarized as follows. First, the public perception of compliance with basic order, perception of neglecting public power, and perceived appropriateness of punishment for violators of police authority were negative compared to the average. Second, there was a difference between the generations in perception of police power. As age increased, the perception of neglected police power was low. Sex was not a factor in the perception of police power. Third, influencing factors of crime safety were: ① crime response satisfaction of police (p <.001) ② compliance perception of basic public order (p <.001), ③ perceived seriousness of weakening police authority (p <.05).
