소군정 시기 소련의 국가보안부, 경무사령부, 방첩대 및 정치군인조직이 유입됐다. 해방직후 평양에 설치된 국가보안부는 소련군 및 남북 공산당을 통제하는 정보기관이었다. 경무사령부는 반소ㆍ반공 활동을 억제하고 치안을 확보하는 기관이었다. 소련군 방첩대와 정치조직은 군에 침투하는 스파이를 색출하고 심리전을 전개했다. 한반도에 진출한 소련 정보기관의 역할은 공산세력 규합과 민족진영 분열이었다. 이러한 비밀공작을 위해 제88특별정찰여단 출신들을 정보요원으로 활용하고 김일성을 북한 공산당 지도자로 선정했다. 이 과정에서 정보활동에 대한 수요가 늘어나자 소련 정보기관 소속 한인들을 투입하고, 남한 좌파들과의 연계를 강화하기 위해 대남 연락루트를 개척했다. 공산세력 규합과 함께 민족진영 분열과 그에 필요한 첩보수집 공작이 전개됐다. 이승만과 김구간 갈등조장 및 총선방해공작, 재미 공산주의자들의 친소활동, 남파 공작원 양성학교 설립운영, 영국 정보기관 침투 KGB 요원들의 암약 등이 대표적이다. 이 연구는 소련이 제 88 특별정찰여단 출신들을 북한에 투입하여 첩보수집에 활용하는 과정을 보여준다. 미국이 전쟁종료 직후 광복군과 미 전략정보국 합동 공작팀을 해체한 것과는 대조적인 조치였다. 또한, 다양한 종류의 소련 정보기구가 북한에 유입되어 소련식 정보체계를 수립하는 과정도 파악할 수 있었다. 그 외, 영국정보기관에 침투한 KGB 요원들을 통해 미국의 대한반도 비밀정책이 고스란히 소련에 유출되는 경로도 확인할 수 있었다.
Various kinds of Soviet intelligence agency have entered North Korea during Soviet military administration. MGB, Voennaya Komendatura, Counter-intelligence operational groups are representative organizations. The MGB North Korean branch was an organization that controlled the Soviet military and the communist party in Korea. Voennaya Komendatura was an organ that inhibited anti-soviet and anti-communism activities and that secured security. The Soviet Counter-intelligence Corps searched for spies who infiltrated the military and political officers in military were in charge of political maneuvering and psychological warfare. Their mission was to expand the influence of the communists and to disrupt the unity of the free forces. For the purpose of developing this clandestine operation, the Soviet army recruited the guerilla units of Kim Il Sung who were trained as intelligence gathering agents. And the Soviet Union chose Kim Il Sung as the leader of North Korea. During this process, the Soviet Korean was recruited and the communication route with the South Korean Communist Party was made. In addition, the Soviet intelligence agency developed a task force for the division of the nation. Soviet intelligence agency developed as follows; fragmentation and confrontation between Syngman Rhee and Kimgu, abandonment of the General Elections, Soviet support intelligence activities of US-resident communists, etc. The following points were confirmed through this study. The Soviet Union used the Kim Il Sung group to build a North Korean intelligence system. And various types of Soviet intelligence agencies advanced into North Korea and established Soviet intelligence systems. Also, the Soviet Union was gathering high-level intelligence about the Korean Peninsula through the spies that infiltrated British intelligence agencies.
