『서한집』 제10권 안에 담긴 총독 플리니우스와 황제 트라야누스의 관계에서는, 기본적으로 황제가 플리니우스의 판단을 신뢰하고 그에 의존하는 태도를 견지한다. 이 서한을 통한 관계에서 언제나 문제를 먼저 제기하는 측은 총독이다. 트라야누스는 플리니우스의 질문이나 조언 요청을 기회 삼아 서한 속에서 취급되는 특정 사안에 대해 황제 자신의 입장을 전달한다. 황제가 개개의 사안에 대해서 자신의 의견을 제공해 줄 수 있는 여지는 『서한집』 제10권이 주는 긴밀한 소통이라는 인상에 비한다면 현실적으로 훨씬 적었을 테지만, 제정기에 언제든 속주 총독의 영향권역에 황제가 개입할 수 있다는 가능성만으로도 공화정 시기 속주 총독이 누렸던 거의 제약 없던 자유는 먼 과거의 일이 되었다. 제국의 안정적 통치를 위해서는 속주 내 도시들 간의 과열 경쟁을 제어하여 공동체 간의 평화를 유지하는 것이 중요했다. 특히 그 과열경쟁은 도시들 간의 지나친 공공 건축 시도를 불러와 재정적 문제를 일으킬 수 있었다. 재정 문제는 결국 로마에 대한 그들의 세금 납부 능력을 저하시킬 위험성이 있는 것이었다. 『서한집』 제10권에는 바로 그러한 문제에 대한 관심을 바탕으로 도시의 공공 건축, 회계, 각종 결사 등을 관리하고자 하는 총독의 모습이 나타난다. 하지만 속주에 대한 선제적 관리는 당시 로마 제국의 행정 인력을 감안한다면 현실적인 방안은 아니었다. 『서한집』 제10권에서 짐작할 수 있는 현실의 로마 통치 양상은 속주민들이 그들 공동체의 문제를 자체적으로 처리하게 두는 편을 선호하는 것이었다.
Trajan's transfer of Bithynia to his personal control has been cited as a sign of his increased interest in the province. The most obvious effect was the replacement of the proconsul by the legatus Augusti. He decided to send Pliny there as his legate. Beyond this, actual alteration in administration was not great. The letters of Pliny's tenth book give us a useful picture of a provincial governor under the Principate. Pliny's Letters show that his task was concerned with the usual functions of a governor, such as jurisdiction and maintenance of law and order. To carry out the task, he spent much of his time going round the province on a fixed circuit holding judicial sessions and examining the accounts. The choice of Pliny, a literary personage is strong indication that the military role of the governor was of secondary importance. Pliny used his troops mainly as a provincial police force. Pliny had to deal with some matters which showed that his predecessors in the province had not been as careful as they ought to have been. On the whole the initiative lay with the provincials. They came to the governor with disputes and his time was spent dealing with issues brought to him. Though sometimes he actively investigated civic functions, he was normally passive and reactive in answering petitions and appeals.
